Belonging to the study of consumer behavior, tourists buying behavior refers to a series of actions that occur before, during, and after the process of traveling which are caused by tourists. During the whole process, tourists physical, mental and spirit desire all need to be satisfied, that is when tourists behavior happens. For tourists, consumer behavior includes five phases: acknowledging needs, gathering information, purchasing, experience, and evaluating. Tourists review for these five phases is the key point of studying tourists buying behavior.Gansu is rich in tourism resources, thus, here has a relatively developed tourism industry and attracts many tourists traveling here. But the number of inbound tourists has declined year by year after 2008. Local government and inbound travel agencies meet a crucial task on how to attract more foreign travelers come to visit here.Based on above view points, this study analyses the survey result of Gansu inbound tourists' buying behavior by concluding current study from international and domestic,combining the theories of tourist behavior and tourist psychology, and using statistic method.Meanwhile, this study draws a conclusion of tourists behavior from planing, traveling and evaluating aspects. Uncovered the relationship between inbound tourists character and their consumer behavior. Compared the difference between different genders on tourists buying behavior. With scientific analysis, this study promotes quite a few valuable suggestions for local tourism industry development.By the end of this article, several shortcoming of this study is given out.
