Research On The Low-carbon Economic Development In Hubei Province

Scientific progress and social development enhances the ability of people to understand and transform the nature, also brought China a huge energy and environment pressure. As the old industrial base of China, Hubei gives priority to high energy consumption, high emission of heavy industry in a period, and now Hubei is in the rapid development of industrialization and urbanization process. "Lack of coal, less of oil, lack of gas" is the present situation of energy structure in Hubei. With the development of economy and the continuous improvement of people's living standard, the supplement and demand of energy increasingly prominent contradiction, energy production and consumption faces severe challenges. Under the background of low carbon economy development, how to seize the opportunities of low carbon economic development, promote energy conservation and further transformation of development mode, to realize win-win situation of economic development and environmental protection in Hubei, has become an important task for Hubei, and it is also an inevitable choice for Hubei to be the fulcrum of Central China strategy, and the research on the low-carbon economy development of Hubei is worth exploring.This paper starts its research object based on the low-carbon economic development in Hubei Province, puts forward the model selection of low-carbon economy in Hubei Province on the basis of evaluation of low-carbon economy development level, and makes classification according to the low-carbon economy development level of different cities, designs the corresponding development models based on the characteristics of different cities, and puts forward countermeasures and suggestions. The paper's research can be summarized as follows: Firstly, the introduction part, through the research background and the review of research status at home and abroad, describes the environment of low-carbon economy development and the existing research results, and simply introduces the ideas and methods of this paper. Secondly, overviews the basic theory of low-carbon economy development, elaborates the meaning of low-carbon economy, compared with the related concepts, and expounds the low-carbon economy development evaluation related theory, then compares the domestic and foreign typical low-carbon economic development model. Thirdly, evaluates low-carbon economy development of Hubei Province, using the entropy method and comprehensive evaluation method to evaluation the low-carbon economy development level of Hubei Province, using principal component analysis and cluster analysis method to evaluate the level of low-carbon economic development and make the classification in different cities of Hubei Province, provides the basis for low-carbon economy development model selection. Fourth, determine the low-carbon development model of Hubei Province, from the perspective of the whole province, identified as "government led, industrial low carbonization" model of development, from the regional perspective, according to different types of low-carbon development condition, we identify three different specific low-carbon economic development models. Fifth, in the view of the low-carbon economic development level and low-carbon economic development model, we put forward countermeasures and suggestions of low-carbon economic development from the low-carbon policy, low-carbon technology, low-carbon assessment and the perspective of low-carbon guidance.
