At present, it is still at the beginning stage. in2007, Hunan province formally start industrial injury rehabilitation of pilot projects. For five years, in the standard of industrial injury rehabilitation policy formulation, institutional system, and injury rehabilitation services connotation has made a positive and effective exploration. However, due to the late start in our province, foundation is weak; the practice of industrial injury rehabilitation program is still suffering a many difficulties, industrial injury rehabilitation rate low serious.The thesis is based on the occupation risk theory of industrial injury insurance system, combine the theory of public management and goods, with industrial injury rehabilitation service "for whom, what they need, how to provide" as the research thought, explore the Countermeasures and suggestions of the industrial injury rehabilitation work empirically. Changsha is selected as the research location, being of relatively high socioeconomic level, and where injury rehabilitation pilot unit is located. The author conducts questionnaire investigation and case interviews with ordinary people and injury rehabilitation patients, and then analyzes data combining with the policy and practice. The study find that Hunan provincial injury rehabilitation career faces many development obstacles, for example, low coverage, weak operational effect, lack of services, and so on. So, it need the force of the whole society to promote its development. First of all, by multi-measures and wide coverage, implement the sense of rehabilitation services for all workers. Secondly, cut in the subjective demands, and enhance the ability and level of injury rehabilitation services. Thirdly, reallocate resources, and establish the two-way linkage mechanism between government and society.
