The rural practical talents are the most dynamic production elements of the development of agriculture and rural economy, and the focus of the rural human resources development. The vigorous development of the rural practical talents is an important measure to improve the level of productivity in rural areas and speed up the development of modern agriculture, an important way to narrow the gap between urban and rural and promote the coordinated development of urban and rural areas, and also the objective request to promote the new rural construction and comprehensively construct well-off society. It is a major subject urgently to study how to foster the growth of rural practical talents in the county in new period and use its countermeasures in new rural construction.This paper takes Xingwen County as the research object, analyze the status of the construction team of rural practical talents county, and find out the main problem and reason, mastering and understanding the construction of practical talents in Xingwen County Rural conditions. Conclusions of the study are as follows:(1) The work on Rural Practical Talents Training in Xingwen County is effective obviously. First, a team of rural practical talents is growing with the increasing growth rate of 6.61%, increased from 28934 in 2008 to 37379 in 2012; Second, the talent structure of rural practical is improving, including employment structure, professional title structure, academic structure, and age structure; Third, the quality of the talent team is significantly improved, including professional technology and knowledge, understanding and comprehensive; forth, the talent mechanism and system are innovated.(2) The rural talent development of Xingwen county is lagging behind with some outstanding problems. One is that the personnel quantity is less, and the total number of rural practical talents is oni|| 7.85% of the total population, and 12.89% of the population in agriculture, so the talents are short because of the serious loss of talents,; two is the unbalanced structure of rural practical talents, the rural practical talents are few for circulation, service areas, rural practical talents and the leadings in science and technology to become rich; three is the lack of professionals and technical personnel, the traditional agriculture, the low cultural quality of farmers, rural professional and technical personnel of aging and other factors, resulting in a lack of the professional and technical personnel, the technical force is weak; four is that the farmer professional cooperation organization scale is small, and the quantity is less, Xingwen County farmers specialized cooperative organization scale is small and less, which failed to really maximize utility.(3) in order to promote and built the construction of rural practical talent team in Xingwen County, the author proposes that it should:one is to improve the relevant policies and measures; two is to perfect the construction of rural practical talents system mechanism; three is to do a good job in the talent introduction work; four is to optimize the environment of rural practical talents; five is to give full play to the role of rural practical talents;...
