The Research On The Pricing Management Mechanism Of Urban Water In Nanjing

Water is the indispensible and irreplaceable natural resource for human's production and life as well as social economic development.With the population growing and social economic development,the congenital shortage and acquired pollution of the water resource have become a prominent issue that restricting the economic and social sustainability.Currently the tap-water price in Nanjing is commonly low;the water price does not reflect the value of water resource,nor show the scarcity of the water resource and the processing cost of water environment.The price lever is one of the important forms of economic levers,how does it improve the pricing management mechanism of urban water to make the urban water price scientifically reflect market supply and demand,resource scarcity and environmental damage is the issue that worth studying at present.Speeding up the pricing management mechanism of urban water can further develop and use water resource reasonably,improve the comprehensive efficiency of water usage,reduce sewage drainage,which have importance significance in promoting economic development and green rising.Mainly used literature survey,case analysis method,contrast analysis and logic induction,the paper studies the pricing management mechanism of urban water.The article includes introduction and text.The introduction mainly proposes the research background and significance of the urban water price reform,briefly summarizes the urban water price research condition at home and abroad,gives explanation to the research framework and methods of the paper,and indicates the probable innovations in the paper.The text has six parts:The first part is the market failure and government regulation.It elaborates the market failure theory in terms of natural monopoly,quasi-public goods,externality,information asymmetry of urban water supply respectively,and analyzes the macroscopic readjustment and control theories on government price interventions,such as market freedom,extreme intervention and limited regulation,with the purpose of providing theoretical basis of the whole text.The second part is the pricing methods and principles of urban water.It introduces the principles that water pricing follows,such as the cost recovery and reasonable profit,user endurance capability and fair burden bearing ability as well as sustainable use and development;it analyzes in comparison of several common methods,advantages and disadvantages of urban water pricing.The third part is the reformation of Nanjing water price.Take the water supply price regulation situation in Nanjing for example,it summarizes the water price development history of Nanjing,analyzes the water price management practice and existing problems of Nanjing City.As an example of the water price management of Nanjing City,it reflects current situation of water price management of our country.The fourth part is the analysis of water pricing management mechanism of Nanjing City,proposes the total cost structure and pricing procedure of urban water price of Nanjing City.On the basis of cost supervision and examination,it conducts case analysis to the water supply price,sewage treatment costs and water price etc.of Nanjing City and proposes the experience in the water pricing management of Nanjing City and areas that need to improve.The fifth part is the survey of water pricing management mechanism abroad,mainly analyzes experiences in the US,UK,France and Japan etc and sums up and extracts,which provides favorable references in further improving the urban water pricing management mechanism.The sixth part is the reform which is promoting urban water price managementmechanism,according to the national conditions and actual development.We use theory to analyse the necessity of government pricing in urban tap water fourthly,at the same time put forward suggestions improving the reform of urban water price management system which straighten out the management system of urban water affairs and improve the tap water cost supervision and examination system,as well as establishing a market based on price management system and the improment of public participation in the pricing mechanism to improve the water price subsidy mechanism.
