Research On The Professional Capacity Building Of China's Official Think Tank

Since China's internal reform and opening up, the booming economy has promoted the improvement of the nation as a whole. The scientific and democratic decision-making has become top priority for the authority when drafting public policy. During this process, the 'think tank' concept has been drawing increasing attention. In China's think tank system the official think tank was placed at the top and leading position. However, the official think tank rarely plays its designed roles due to the restriction of the traditional decision-making process. To ensure that official think tank functions well and maximizes its value, this paper emphasizes on the perspective of professional capability construction for the official think tank.The definition, function and specialty of Chinese official think tank are well elaborated in this paper. Regarding the professional capability, 5 sub-sections are discussed thoroughly. Next, the motivation, potential problem, and affecting factors of building the professional capability of the official think tank is analyzed. Lastly, focusing on the potential problems, three possible solutions were proposed as following: 1. The internal system construction and the self management improvement are essential to ensure the official think tank properly functions. 2. The outside atmosphere building and governmental construction is to maintain good environment to utilize the professional capability. 3. The effective communication between the official and local think tank is crucial to build a win-win model of cooperation.
