The Allocation Of China's Agriculture Human Capital Under The Agricultural Technology Progress

Under the new normal economic,narrowing the urban-rural development divide and accelerating the transformation of the agricultural development mode have been the priority to solve the problem of agriculture,rural areas and farmers.Since 2004,the three agriculture issues have become the core of the country's central file no.1 for 12 years,and in 2015 the no.1 file also refer to the enforcement of innovation is the necessary part to speed up the construction of agricultural modernization and transformation of the agricultural development mode.At the same time,under the background of the important position of the human capital investment in agricultural and the present situation of the urban-rural human capital allocation,the study of the allocation of agricultural human capital based on the agricultural technology progress is very important for the development of the theory of economics and solving the three agriculture-related issues.From the point of the allocation of agricultural human capital based on the agricultural technology progress,this article combines Agricultural Economics,Institutional Economics,Human Capital Theory and Dual Economy Theory,researching for the configuration of human capital in the historical process of Agricultural technology progress,relationships,influence and contribution.Firstly,the writer based on the detailed analysis of the thesis research background,the significance of agricultural human capital investment and urban-rural human capital configuration,through analyzing the elaborate domestic and foreign research findings,the main concepts and the classical theory,ascertained the purpose of this study,significance,content,method and technical route.Secondly,in theory,from the evolution of Chinese agriculture human capital allocation mechanism and its relationship with the agricultural human capital allocation to study.The evolution of Chinese human capital allocation mechanism is mainly divided into three stages: at the beginning of the founding of new China-at the end of the planned economy period-at the beginning of reform and opening up-at the beginning of the 21 st century.At the same time,this paper argues that there are two kinds of relationships between Chinese human capital allocation and agricultural technology progress: inevitably and contingency relations,on the basis of it,analyzed the possibility of benign loop in them,and put forward the three hypotheses of agricultural human capital allocation(H1,H2).Finally,by building the human capital allocation Model(AHCCM Model)as the basic Model,building a Binary Logistic Model as econometric analysis Model,through the micro investigation data,using the characteristics of sample analysis,Pearson correlation coefficient test(PPMCC),multivariate regression method,the empirical analyses the various influencing factors of the human capital of agriculture for the contribution of agricultural technical progress.And thus it is concluded that the research conclusion of this paper and the agricultural technology progress under the human capital allocation strategy and countermeasure of agriculture.Research findings: optimizing agriculture human capital allocation is inevitable requirement to achieve sound and rapid development of agriculture,and it is a key link of agricultural technology progress;moreover,coordinate the human capital of agriculture and agricultural technology advancement is important step in the development of agriculture,rural areas and farmers.Corresponding countermeasures and Suggestions as follows: must recognize based on agriculture agricultural configuration of human capital theory,the enterprise demand for agricultural configuration guide of human capital,government support for agriculture human capital allocation mechanism,human capital allocation principles,to configure the differentiation of agricultural education system for the manpower capital of agriculture protection.
