| Pension problem is a major event related to people's livelihood, the government invested huge human, material and financial resources.But the government's attention is mainly focused on the institution and enterprise employees. Forty years after the founding of new China, there has been almost no pension system for farmers. Beginning in 1992, the government gradually introduced for farmers of endowment insurance system. Due to the institutional supply and demand imbalance and in the design of the system is not reasonable, rural endowment insurance system for the development of the situation is not ideal. And it has experienced many changes, the enthusiasm of farmers have a great impact on the insured.This paper firstly introduces the rural pension insurance system in China and China's rural old-age insurance system change points for the old rural old-age insurance system(1992-2002) and the new agricultural insurance(2002-2014) in two stages. The two stages of the implementation of the rural old-age insurance system in the introduction of the central ministries in the implementation of the national system.Because of the influence of the national policy environment and on the basis of effective implementation of the system,the government of Shunqing Disrtict in Sichuan Province researched small range system.Such as the old rural old-age insurance system?the new agricultural insurance system,in addition to the rural old-age insurance system on the part of the details are different from the national level,the government explored middle peasants insurance system(2008-2011) with local conditions.Shunqing Disrtict rural endowment insurance system has experienced the old rural old-age insurance system,middle peasants insurance,the new agricultural insurance in three stages.In the replacement of the three systems, farmers' awareness of insurance has been greatly affected.This paper discusses the negative and positive impacts. First from the negative impact on, the influence of institution change on the Shunqing farmers mainly reflected in four aspects. First, farmers lose faith in old-age insurance system in rural areas; second, farmers prefer to choose the lowest grades, broken in serious condition; third, people who are selected to participate in workers ' social security number need to increase; fourth, farmers do not have knowledge of the system. According to farmers ' negative impact, system instability unscientific methods, system development, system design to be reasonable and the system is not perfect, government participation in functioning less than five reveals the negative effects of causes and processes. Secondly, from the positive impact, the impact of institutional changes of Shunqing farmers mainly reflected in the free to pay the insured actively promote children's insurance, the farmers began to active interest in the problems of providing for the aged, and the new insurance increased the number of grades increase in three aspects. By analyzing the results: the system is changing towards a more complete and scientific direction;the government has paid more and more attention to the problem of rural old-age; Institutional Change reverse incentives for farmers is a positive impact on the causes and explains the process of generating a positive impact from the aspect of reason. Finally come to the conclusion: In the course of the rural endowment insurance system changes, if system is more stable, the government in the exercise of functions involved in more fully, the system formulation method is more scientific and contents of the system design is more reasonable and the system implementation is more perfect, the farmers will be more willing to trust the system and choose the high-grade insured.Finally, suggestions for improving farmers' participating enthusiasm from the aspect of system: First, establish the system in the form of legislation; second, increase the government's participation;third, improve farmer's cognition and trust of the system. |
