The new type of rural social endowment insurance (referred to as the "new endowment insurance") has been more than five years since 2009 September at the national implementation of the pilot. As a benefit of the rural residents social endowment insurance policy, the implementation of the original intention is to solve the problem of the basic pension, but when the new endowment insurance was into the rural community will cause a certain impact on the rural in addition to influence pension. In order to explore the new endowment insurance impact on the rural community change, in the previous research foundation, this paper constructs the index system of the influence of the new agricultural insurance. It sets up more than ten indexes from the six dimensions of the concept of retirement which were farmers’fertility concept, consumption, income, intergenerational relations and farmers and government relations. Selection of Dong Shan Po county research sites in Shandong Province, the village of insured farmers carried out a questionnaire and interview. A questionnaire survey was conducted to the home access way, the village has a total of more than 900 people, a total of 150 people visit, got 148 effective questionnaires. We use SPSS20.0 statistical software to build the database of processing questionnaire results, and we use descriptive analysis, regression analysis, and correlation analysis to analyze the related variables.The main content of this paper includes six parts:the first part is the introduction, which mainly introduced the research background, the research goal and the significance, the domestic and foreign research status, research ideas, research methods. The second part is related to the definition of the concept of distinction, in which the new endowment insurance and the rural change concept were introduced, and the construction of the graph index system of this study, by selecting the corresponding index from six dimensions. The third part is to introduce the research village and village of the status. Including the reasons for choosing the Dong Shan Po country, the research plan and analysis method to be adopted; the analysis of the basic situation of the research object, such as age, gender, income and other content; then, successively introduced research object of cognition and satisfaction of the new insurance.The next three parts are key points in this article. The fourth part mainly analyzed the effect of the new rural social pension insurance for peasant endowment ideas and fertility concept. In the concept of old age, farmers aged 60 and above think the new endowment has a small influence on the actual pension. For the 60 years following, the farmers think the new endowment in a certain extent, begun to impact their pension idea, some farmers’endowment ideas began to change; and level of education, participation grade, degree of understanding of the policy, degree of satisfaction with policy were the important influence factors. On the fertility concept, the children on the number concept change greatly in the concept of farmers aged 60 and above, but they still tend to give birth to the boy, the new insurance effect on the growth of sex discrimination is very small. The concept of change in the number of children was the same population aged 60 and above for the age of 60 farmers. But for child sex bias they get very big change. Age, education degree and the understanding degree of policy were the important influence factors.The fifth part discusses the effect of the new rural social endowment insurance on intergenerational relations and farmers and government relations. On the whole, the new insurance impact on the intergenerational relations only partially reflected in the filial to ease burden, less influence of other. The support for government has been increased from the farmers after five years time, and farmers increased trust in government, they think the government in solving the problem of rural old-age with large output, and they highly satisfied government solving the rural old-age problem, which explain the policy easing the relationship between farmers and the government.The sixth part mainly analyzes the effect of the new rural social pension insurance of farmers’income and consumption. On the whole, the new agricultural insurance for farmers’income has very small effect; the new insurance has little influence on the farmer labor time, but for some groups has crowding out effect. On the transfer in terms of employment, farmers have strong employment transfer willingness. The new insurance did not effectively discharge its endowment of any menace from the "rear". On the revenue side, farmers aged 60 and above, after insurance income increased; the labor time has been shortened. The new insurance in this part of the group labor time has a certain degree of crowding out effect. Under the age of 60 farmers, the impact of insurance by in terms of income is very small. In the aspect of consumption, on the whole, the new insurance has little effect on the consumption of rural residents for farmers aged 60 and above, the new insurance on their consumption had positive influence; then, for the age of 60 farmers, the new insurance has little influence on the consumer, there is crowding out effect local.
