Over the past few decades, China's economy has a rapid development, the economy keep improving, public facilities keep perfecting, residents' income level is growing fast. But with the deepening of economic system reform and the continuous development of urbanization, urban population increase gradually in our country, the urban poverty problem is increasingly serious. In recent years, our country has pay more and more attention to the problems of poverty, the fifth plenary session of the Party's 18 present a clear requirements to pick the poverty cap across the country in 2020, so we must strengthen the research of urban poverty. The predecessors' research is this paper's basis, through reading literature and carries on the empirical model, we want to know and to explore the cause of poverty. This paper teased the related literature at home and abroad about poverty firstly, which is providing the basis for the following in-depth study, Secondly we concluded by looking at data, so we can have a comprehensive realization about our country's present situation and trend of urban poverty population, then we has made the detailed analysis. We've learned from the analysis results, the poverty of our country population base is big, more concentrated distribution in the Midwest, and the poor by the low level of education, physical quality is poorer. In the research into the cause of poverty in cities and towns, Causes of poverty in cities and towns we further divided into two kinds, one kind is the endogenous factors, one kind is exogenous factors. For endogenous factors, we selected the per capita GDP, urban population proportion and the third industry of GDP three indicators, building a statistical model for the influence of the above three indicators of urban poverty and the development trend has carried on the empirical research. From the results of the model reaction, the development of the tertiary industry and urbanization orderly advance can effectively reduce the urban poverty, per capita GDP growth will increase the degree of urban poverty. For the effects of exogenous factors, We from the social economic system, family and individual factors as well as the perspective of ecological environment and so on, then they respectively elaborates the impact on urban poverty, through research we think they have a considerable impact on urban poverty also. After analyzing the cause of the poverty in cities and towns, we comparing the developed countries and developing countries different mode of anti-poverty, draw lessons from the international anti-poverty experience and enlightenment, and then puts forward the anti-poverty strategy in our country, including:1.After the economy enters a new normal, we want to use macroeconomic policy more reasonable, not only should pay attention to the growth of the economy, but also should pay more attention to the rationality of the distribution system,2.Carry forward urban industrial structure transformation and upgrade, create more jobs, to ease poverty in the form of hematopoietic,3.To further improve the social security system of our country and the public service system, increase the investment in education and health,4.To actively explore new paths about poverty reduction and green development.
