Poverty is a synthetic problem of a country or a region's economy, society and culture, It is a plight that a person of a family fall into, when they lack the ability to reach the lowest standard of living, or lack the necessary materials or service. As our government brings "Ba-Qi" anti-poverty and assault fortified positions plan into effect, the poverty situation in the countryside has been solved to a certain extent. But poverty in the city, as the recent reformation and development of the cities' social economy, is becoming a serious social problem with that we must face. This paper consults and absorbs theories in which we study the problem of poverty in country and out of country, Analyses and explains the situation of urban poverty in Gansu province.This thesis is divided into 6 parts.Chapter one includes the objectives, significance of this paper, some representative poverty theories and the methods, preparing the way for the theoretical research and empirical analysis of the following chapters.Chapter two gives an explanation of poverty theories. Regarding the basic categories of poverty as breakthrough point of studying, the text gives a comparison of the understanding to these basic categories of domestic and international scholar and colleagues.Chapter three describes and analyses the survival features, the living conditions of poverty classes and the reasons of poverty in Gansu urban.Chapter four evaluates performance of the present anti-poverty policy in Gansu urban from four aspects: employment policy, social insurance, social relief and other assistant relief policy.Chapter five offers some advice on anti-poverty policy to improve the policy system in Gansu urban.Chapter six summarizes the main conclusions and points out some shortage of this paper.
