Research On Urban Poverty And Anti-poverty Countermeasures

With the reform of state-owned enterprises and the adjustment of industrial structure,a large number of laid-off workers have been brought up in the process of downsizing since 1990 s.As the scale of urban poverty increasing and the income gap widening,the social security and employment problems has started to become a heavy burden for the government,which not only hinder the development of economy,but also is a threat to social stability.It is no doubt that it has become an important challenge that we must confront in China's urbanization process.Gansu province is still a developing province in the west of China,the overall level of development is comparatively low,so the problem of poverty is more serious and complicated.This paper is based on the actual situation in Gansu Province,by using the theories at home and abroad,in which give a detailed and thorough comparison of urban poverty in Gansu province and puts forward the anti-poverty policies and poverty alleviation method for the benefit of future urban anti-poverty work in Gansu province.First of all,according to the research status at home and abroad,this paper explains the connotation and definition of urban poverty.Secondly,based on the statistical data of the Ministry of civil affairs and the Gansu Provincial Bureau of statistics,this paper analyzes the status quo and the evolution of urban poverty in Gansu province with multi angle,then explains regional differences and industry differences in the distribution of urban poverty in Gansu.Thirdly,according to the basic characteristics of urban poverty in Gansu Province,this paper analyzes the causes and social impact from macro and micro aspects.Finally,on the basis of summarizing and evaluating the current anti-poverty policy system,the paper puts forward some countermeasures to improve the governance of urban poverty.
