Science and technology competitiveness reflects the general science and technology level of a region and its potential power. As an important part and a key factor in a region's international competitiveness, science and technology competitiveness plays a decisive role in economic competitiveness, and drives the sustainable development of society. Sichuan, as an important region in the national Western Development, is an important economic and sci-tech province in western China. In recent years, Sichuan's economic power has developed greatly, with its status in both domestic and abroad improved, and also made rapid progress in science and technology. However, compared with other developed provinces in our country, there is still a long gap to cover. We should study and evaluate Sichuan's science and technology competitiveness, and find out the problems in the process of Sichuan's science and technology development through analyzing it, so that we can realize the aim for Sichuan's science and technology development. The content of this paper is as follows:(1)First, the author finds out the shortages of the existed studies through analyzing current research status of regional science and technology competitiveness, and on this basis, the author puts forward an improved science and technology competitiveness evaluation index system that fits those less developed provinces in western China.(2)Then, the paper applies compound DEA method into the process of regional sci-tech output effectiveness analysis for 28 regions in the country. On the basis of finding out those indexes that influences the regional sci-tech output effectiveness most, the author emphases Sichuan's sci-tech current output status analysis.(3)Administration effectiveness theory and binary relative evaluation method are described and the advantages of binary relative evaluation method on accounting regional sci-tech administration effectiveness are analyzed and binary relative evaluation model is applied into the evaluation of regional sci-tech administration effectiveness. On the basis of assessing current status of sci-tech administration effectiveness in 28 regions in the country, Sichuan's sci-tech administration status is analyzed especially.(4)In this part, comprehensive evaluation method for sci-tech competitiveness is presented, and applied into evaluating current sci-tech competitiveness status in 28 regions in the country. On the basis, the author analyzes the advantages of newly constructed sci-tech competitiveness evaluation index system, which is constructed in this paper to fit those less developed provinces in western China.(5)This part evaluates Sichuan's sci-tech competitiveness in 2001-2005. After finding out the problems in the process of Sichuan's science and technology development from the long-term trend of Sichuan's sci-tech competitiveness development, the author puts forward suggestions about how to improve Sichuan's sci-tech competitiveness level.
