In the new era of economy and society, an increasingly drastic competition arises within the banking industry. Nowadays, the rivalry is not restricted to the areas of technology and business, it evolves into a battle in a series of elements, including human resources and human resource management(HRM), which plays a decisive role in the development of banks. If the state-owned commercial bank is looking forward to achieving unwavering success, it must establish the people-oriented ideology and unify the management of human resources.Based on human resource management as a starting point, this paper puts forward that the state-owned commercial bank and Construction Bank Anhui branch of human resources management does not meet the requirements of the development of the banking sector in specific aspects and points out the reasons. According to the development of human resources management under the new situation, put forward the countermeasures to improve the human resources management of Anhui branch of construction bank. Then summarized in recent years, the Construction Bank branch in Anhui Province in the aspect of human resource management by "three comprehensive network construction is steadily advancing," Hundred Talents Project "plan implementation, care staff initiatives continue to implement and the implementation of the performance management project, improve the human resources management work. Finally, based on the summary of human resources management to strengthen and perfect, Anhui Province branch of China Construction Bank human resources management work achieved results and the ascension of the whole line of business performance and competitiveness of the market has a tremendous role in promoting.This thesis illustrates the emphasis and difficulty of HRM in the transition period, and points out relative recommendations and measures, which are beneficial for enhancing the HRM in value creation, core competence and level of management. The result shows that CCB Anhui sub-branch can respond positively to the changing economic situation abroad and at home, gaining the advantages and winning the future.
