| It’s been more than thirty years since China applied the reform and opening-up policy, China’s economic and social development has made remarkable achievements. However, there is still a large gap in the field of technology with developed countries. The situation of resources and environment is more serious. International competition is increasingly fierce. All those new problems put forward higher requirements on technology innovation. Technology innovation has become the main engine of adjustment of industrial structure and the transformation of the mode of economic growth. At present, our country has not yet completed industrialization, industry occupies a large proportion in the national economy. Industry is the most important production and living materials supply department. The lever of the technology of industry, not only directly related to people’s living condition, but also related to the construction of the resource-conserving and environment-friendly society. Therefore, research on industrial enterprise technology innovation efficiency and the factors that affect the efficiency of technology innovation is very necessary.In order to understand the current situation of our country industrial enterprise technology innovation efficiency, this study is based on the research achievements of previous scholars about technological innovation and decomposes the process of technological innovation into two stages:technical R&D and technical transformation, and then build an evaluation index system respectively. This study uses DEA-BCC mode to calculate technical R&D efficiency, technology transfer efficiency and the comprehensive technical innovation efficiency.Technological innovation is an open system, affected by various internal and external factors. In order to improve the efficiency of technology innovation, we must find out what factors have important influence on it. Due to the efficiency measured by DEA-BCC model is between0and1, so this study uses Tobit regression and finds that some of the factors are significant, and some factors are not significant. But some other predecessors’ research results indicate that some factors which are not significant in the empirical research are not necessarily have no impact on the efficiency of technological innovation. The reasons for this situation may be due to the index system, research method or other reasons caused the results do not agree with some scholars research results, or do not agree with sensory understanding. After the analysis of the affecting factors on technology innovation efficiency, some suggestions are put forward to promote the efficiency of regional technological innovation. Enterprises should optimize the management system and strengthen their own ability. Government should play the role of sever earnestly, strengthen the guide of enterprise technology innovation rather than direct participation, improve all aspects of the market economy system and financial market continuously, then enable enterprises, government and market to cooperate for promoting continuous improvement of technological innovation efficiency. |
