With China's economy has entered a new norm, the problem of enterprise and employment has become more and more prominent, in the new normal, southwest region as the export of labor services, because of the enter- prise management backward, poor of policy environment, young workers hope to, work in second tier cities, many local enterprises facing the diffi- cult problem of employment. In this context, the local enterprises must make the correct adjustment in management, in order to adapt to the ch- anging environment. A enterprise in the recent development, and conti- nuously meet the employment problem is loss of personnel in enterprise recruitment difficulties, second is getting lower and lower staff enthus- iasm, resulting in business and employment difficulties. A enterprises and local enterprises to solve the problem of employment, will seriously affect the development of the local economy, and will bring a series of social problems. A enterprise is a local a representative enterprise restructuring and a business sense to solve the problem of employment is at present enterprise's a task of top priority, but is currently sub- ject to restriction of management level and ideas, business employment incentive how to solve the problem, become very urgent problem. Through the relevant management theory, this paper studies the employment probl- ems of A enterprises from the perspective of motivation, and provides some ideas and suggestions for local enterprises to provide incentives for employees. In the face of the new normal similar enterprises generally meet the employment problem, the study on the employment problem for A enterprises can provide reference for similar nteerprises to solve the problem of employment.The comprehensive use of economic management and incentive theory, mainly includes the management of two factor theory, economics of ec- onomic man hypothesis, the incentive theory achievement need theory, expectancy theory, and according to the theory of economic man hypothesis proposed material incentive of a enterprise importance, and propose the spiritual motivation of enterprise employee importance according to the expectancy theory, according to the two factor theory is proposed to organize the ambient excitation of importance to enterprise employee, the combination of these analysis, this paper puts forward under deve- loped areas of manufacturing enterprises need from the three aspects of material, spirit and organizational environment demand on employee in- centive.In the analysis of the incentive problems of A enterprises and put forward the main point of view of the three aspects of motivation, in order to test the correctness of the proposed point of view, the paper uses the questionnaire survey method to carry out empirical research. From the two dimensions of importance and satisfaction, according to a company's actual, Liszt table form design questionnaire, through valid- ity and reliability is tested. The results show that the design of the questionnaire has a certain internal validity and external validity.Through the implementation of the questionnaire on a 160 enterprises employees obtain first-hand data, the principal component analysis of employee satisfaction questionnaire data. The results show that a corpo- rate existence of material incentive, spiritual incentive and organi- zation environment incentive problem in three aspects. The questionnaire of the main component of each related items for further analysis, find the a enterprise in the three aspects of the existence of the specific issues, especially found a enterprise in the salary design, development goals, promotion channels, working environment, education and training, etc. specific areas of poor performance.The theoretical and empirical research results show that a enterprise on the employment issues, not only from the spirit incentive, material incentive, organization environment incentive three aspects to improve, but also focus on those specific issues from the start. Results also show that, not only a enterprise and similar to the local enterprises to from these aspects of internal improvements, at the same time as the main body of local government to recognize the external reasons of these problems, and from local policies for the region this is representative of the enterprise employment problem in support.
