Along with our country economic growth and accelerating the process of urbanization, the urban scale expands unceasingly, the densely populated city, traffic congestion, increase in the number of motor vehicles caused by environmental pollution, the road road order all kinds of problems, such as more and more highlighted, which ACTS as a deterrent to orderly and healthy development of the city. In order to solve these problems and the need of large urban public transportation, urban rail transit system seems to be the inevitable choice. The country's economic strategic transformation, steady growth, expanding domestic demand, accelerate the development of the society requirements also makes orbit transportation construction has become the developing direction of the focus in recent years. Urban rail transit project investment is huge, the traditional government direct investment has clearly unable to meet the capital needs of the development of urban rail transit, and choose to market-oriented mode of our country directly supporting infrastructure investment and financing policies and laws and cannot support, and the quasi-public goods properties of rail transit makes the choice of its investment and financing mode is to both public welfare and to consider the profitability. The choice of the research of urban rail transit investment and financing mode has become the focus of research in recent years, scholars and government investment department.In this paper, namely to rail transit investment and financing mode selection for the study of the core, from the concept and characteristic of urban rail transit, investment and financing, summarizes the government's fiscal investment and financing mode, marketization of investment and financing mode and hybrid modes are three major types of rail transit investment and financing mode. And introduces the model of BOT, ABS, Hong Kong model three kinds of investment and financing mode, put forward the idea of constructing innovative financing model. Then on the basis of the use of qualitative analysis and quantitative fuzzy comprehensive evaluation method to construct urban rail transit investment and financing mode selection method. Application of foshan metro line 2 to carry on the empirical analysis of investment and financing project, select its BOT+TOD innovative model and the rationality of the effective test in this paper, the feasibility of the urban rail transit investment and financing mode selection method. At last by summing up, and put forward the urban rail transit project financing mode selection Suggestions:(1) combining with the characteristics of city investment and financing mode choice. (2) actively build innovative investment and financing mode. (3) regulating the decision-making procedures, clear enterprise role. (4) to establish investment-reward system and operating profit model. In this paper, the urban rail transit investment and financing mode according to the investment structure and the financing channels to split a first choice, and then choosing the way of investment and financing mode that combines innovative financing model has certain innovative, can hope for the future provide reference for the selection of investment and financing mode of urban rail transit.
