Through a historical and logic research methods,this paper investigates the history of land institutional change, and further explores the different historical stages of land circulation condition and the influence on grain production. After 1949, China's farmland institution has experienced five stages respectively, which includes the early land reform,the cooperative movement and the implementation of rural collective land ownership, the household contract responsibility system of the "two rights separation", and the present stage of transition to the "three rights separation". Correspondingly, farmland circulation had expericed three stages.which includes prohibited stage, allowed circulation and regulated circulation.There are so many factors affecting food production, mainly including the inputs, topographical features, land system and other multiple factors. Land circulation often changes with the land system change, the impact on food production can be divided into two aspects of positive and negative. In positive ways, land circulation is helpful to overcome the defects of topographical features of the land, and to promote the intensive management of the land; Land circulation is conducive to increase farmers'income and increase the agricultural investment. However, land circulation may change the farmland usage, produce a socalled "non-agricultural" and "non-staple" tendencies, on the other hand,excessive concentration of land is unfavorable to intensive cultivation,then reduces the per unit area yield of grain.By a empirically study of 1985-2014, it is concluded that the elastic coefficient of land circulation influence on grain production is positive, the impact of land positive effect is greater than its negative effect on food output. Farmland circulation in general increases the food production in China.Finally, based on the above research, the corresponding policies and suggestions are given, Which mainly include continuing to deepen the rural land system reform, furtherly encouraging farmland circulation and moderate scale management to improve the allocation efficiency of farmland. But we must focus on the problem of large-scale land concentration, which main lead to "non-agricultural" and "non-staple" tendencies.
