Questions over the rural land transfer have been going on since the family-contract responsibility system policy came into force in 1978.The farmland is the most basic dependence strength of developing agriculture by farmers.In recent years,tens of thousands of rural labor force enter a city to work,promoting the development of modernization.But on the other hand,a sharp decline in farm-related employment has coexisted with low efficiency of the use of farmland and land waste in lots of places.In 2006,the state implemented a series of preferential policies for the farmers,such as canceling agricultural tax,the grain subsidy,proper rural land transfer for farmers being incapable of cultivation,etc.The economic logic of the rural land transfer is to prompt optimal allocation of resources through transfer transactions of the farmland use rights,and finally achieve a certain degree of scale operation.There are positive explorations of the rural land transfer throughout the country.There is also great attention and a lot of discussion about the rural land transfer from many scholars.Many scholars highlighted it can effectively solve problems of farmland fragmentation,wasteland and land vacancy when exploring the rural land transfer.Meanwhile farmland being managed in appropriate degree can improve agricultural benefits,promote the development of agricultural modernization and drive rural economic development.Many more scholars ignored taking farmers into consideration to study the rural land transfer,tending to advocate to promote farmland scale operation by speeding up the farmland circulation.Farmers is the main part of the farmland and the primary farmland providers in the rural land transfer.It is crucially important for promoting the development of the rural land transfer by analyzing farmers' behavior of it from the farmers' point of view.Based on the H-village in southern Anhui province as the study area,this paper will explore farmers' behavior of the rural land transfer from the farmers' point of view through relevant research materials obtained from the questionnaire and depth interview.Ideas for writing this article are as follows:the first part is introduction,introducing the research background of this article,literature review,research methods and data collection,research meaning and definition of related concepts,as well as the innovation and deficiency of this article.Part 2 is to describe the rural land transfer condition of the research area.It mainly includes the regional overview of H-village,the rural land transfer condition and the basic circumstance of the whole investigation sample,etc.The third part describes farmers' behavior in the the process of rural land transfer from the perspective of them from two aspects:farmers who are losing their land and who are getting their land.This section is mainly from the cause of the transfer,the form of participation in selection,the circulation of farmland circulation as well as the way,the terms of the flow and the range of flow conditions,etc.The last part is epilogue.Farmland being management in appropriate degree can promote large-scale operations of farmland;drive the development of agriculture,to some extent,that is good for the harmonious development of urban and rural.This paper explores farmers' behavior of the rural land transfer combining with a case of"thick description" through the analysis of survey data.Farmers tend to transfer the land among the "acquaintances" in the process of rural land transfer.Most of them agreed in an oral deal with informal rules playing the role of supervision and restraint.Only by standing the farmers' point of view to consider the rural land transfer can we protect farmers' legal rights and interests and improve the economic benefits of farmland.
