With the speeding up of our reform and opening to the world,the generational shift happened between rural migrant workers in cities,the new generation of migrant workers gradually instead of the previous generation of migrant workers,become the main body of the industrial workers and the reserve forces of the socialist modernization.The new generation of migrant workers is an unique group,someone briefly summarize their characteristics as higher education backgrounds,higher job expectations,higher material and spiritual enjoyment and lower work tolerance.They are eager to blend in cities,but they can not enjoy equal treatment with urban residents,they are called the passers-by of the citiesIn recent years,as knowledge economy has been developing fast,industrial structure has been upgrading rapidly,the knowledge and skills of the new generation of migrant workers is difficult to meet the need of economic and social development therefore,the skills training for the new generation of migrant workers has important practical significance.The job training for the new generation of emigrant workers is help for improving their job competence,increasing earning,improving the quality of life;accelerating the development of new socialist countryside;promoting the speed and lever of our countries urbanization;promoting the industrial structure upgrade;ultimately,it is also benefit to maintain social stability and meet the need of harmonious socialist society.But most of the new generation of migrant workers focus on short-term benefits,and due to the restriction of capital,time and so on,they do not put the intention of training into action,so the participation rate of the training is relatively low.From the new generation of migrant workers job training participation,the source of funding for training,training content,training organization methods,the paper analyzes the current situation of the new generation of migrant workers to participate in job training;In addition,the paper analyzes the current situation of their working and non-agricultural income.The analysis results show that the new generation of migrant workers job training participation rate is low,they have a strong willingness to participate in the training,but a few put into the action;the source of the funding is mainly from personal and family support and less from the government;the content of training focuses on simple skills,high level of training is less,the content can not meet the demand of the new generation of migrant workers and social development;The organization form of training mainly include the government training,enterprise training,vocational schools training,and the new generation of migrant workers spontaneous training,respondents think that the effect of enterprise training is best,it has pertinence and practicability,can improve their income,The effect of government training is worst,the training content out of touch with the market demand,focus on the simple training,practicality is not high;They are mainly distributed in low wage industry and focus on low wage industries in the low-end position;they in occupational stability is poorer,they resign and be unemployed frequently;In 2013,the average monthly wage of migrant workers(not including food and lodging)is 2609 yuan,increase 319 yuan,growth of 13.9%than last year,but compared with the urban residents' wage,the non-agricultural wage of the new generation of migrant workers is still relatively low,living conditions is quite worrying.This paper is based on the theories of human capital,use 216 questionnaires date which collected in Taiyuan and the extension equation of Mincer,analyzes the effect of job training on increasing wage of the new generation of migrant workers.The results show that the job training is the main factor which affect the non-agricultural income of the new generation migrant workers,job training can make wage growth of 23.21%,more than the education level.This paper analyzes the reason of job training on increasing wage of the new generation of migrant workers,the main reason is that job training which can improve the level of expertise;The second is that job training improves the ability of they access to information of jobs;In addition to job training can also improve the ability to adapt to society and the comprehensive quality of the new generation of migrant workers.At the end of the paper,respectively from the government and the new generation of migrant workers themselves different angles give advice.
