China is rich in coal resources,but has a phnenomenon of imbalanced distuibution.The coal resources are mainly concentrated in Shanxi,Shanxi,the west of Inner Mongolia,Xinjiang,Qinghai and other western regions.The coal consumption area mainly concentrated in the southeast coast and Bohai sea region.Although the government has increased investment in the coal transportation system in recent years to further improve the road and rail transport,but also has greatly improved the pipeline and water transport capacity,but the ability to transport coal,transport costs are still very high.With the economic development,population migration and urbanization accelerated,the community of energy supply put forward higher requirements,Beijing.Tianjin,Yangtze River Delta,Pearl River Delta and other developed areas such as the haze and other environmental and ecological pressures have approached the community to endure the limit.Local coal consumption has become one of the main measures to control haze and improve the environment.At the same time,in view of the high voltage transmission technology as the representative of the long-distance transmission technology is increasingly mature,the central decision to implement the "coal transfer transmission" energy transmission strategy.However,the strategy of coal transportation and transmission not only involves engineering technology,but also directly affects the sector interests of coal.electricity,railway,highway and other industries,as well as energy transmission and end-use regional interests,and even social and ethnic issues.Therefore,it is very important to balance the economic interests,social and ecological impacts of the stakeholders,and balance the interests of all parties.This paper analyzes the impacts of economic and society of Shanxi province,Shandong province and the rest province of China in different strength.In the view of Shanxi province,analyse the minimum amout of subsidies to ensure Shanxi's GDP.employment and fiscal revenue restore to the previous level.In the view of Shandong province,analyse the maximum amout of subsidies to ensure Shandong's GDP,employment and fiscal revenue positive growth.The structure and main content of this paper as follows:The first chapter is introduction,which first introduces the background and significance of this paper.Secondly,it summarizes the domestic and international litertures on energy transmission and computable general equilibrium method,and then explaines their innovation and shortcomings.The second chapter describes the status of coal and electricity trasnsmission.and pointes out the development trend of coal and electricity transmission.The third chapter is the constructing of three areas CGE model.In this chapter,firstly,the principle of model,the sectors'division,the basic structure of CGE model,the parameters and variables,and the equations contained in the model are described.Secondly,it introduces the structure of SAM and compiling method,and lists the 2010 social accounting matrix for Shandong.Shanxi and other parts of China.The fourth chapter uses the research method described in the third chapter.The quantity of coal transportation from Shanxi to Shandong change in the range of-15%to 15%,with each percentage point as an adjustment program.It simulate the impact of energy structure adjustment of energy to economic and society of Shanxi province,Shandong province and other province of China in the 30 strengthes.The study shows that the coal transportation is better than electric power transmission for Shanxi and the coal transportation is worse than electric power transmission for Shandong and other regions.When the quantity of coal transportation decrease 5%.the quantity of electric power transmission increase 5%,in Shanxi province,GDP,government receipts and social employment will decrease about 0.316%,0.562%and 0.686%,in Shandong province,GDP,government receipts and social employment will increase about 0.437%,0.480%and 0.707%,in the other province,GDP,government receipts and social employment will increase about 0.529%,0.237%and 0.873%.When the quantity of coal transportation decrease 10%,the quantity of electric power transmission increase 10%,in Shanxi province,GDP,government receipts and social employment will decrease about 0.636%.0.901%and 0.868%,in Shandong province.GDP,government receipts and social employment will increase about 1.305%.0.990%and 4.567%,in the other province,GDP,government receipts and social employment will increase about 1.324%.2.435%and 1.627%.When the quantity of coal transportation decrease 15%,the quantity of electric power transmission increase 15%,in Shanxi province,GDP,government receipts and social employment will decrease about 1.538%,1.876%and 1.973%,in Shandong province,GDP,government receipts and social employment will increase about 2.526%,2.871%and 5.208%,in the other province,GDP,government receipts and social employment will increase about 2.781%,4.018%and 3.423%.The fifth chapter is the design of the benefit balance mechanism.According to the principle of "the beneficiary pays and the victim get compensation",Shandong should subsidy to Shanxi.This paper only considers the subsidy of Shandong to Shanxi.The amount of subsidy increase from 0 yuan to 0.1 billion yuan.When the quantity of coal transportation decrease 5%,the quantity of electric power transmission increase 5%,in Shanxi province,in order to make GDP,social employment and government receipts return to primary level,the minimum amout of subsidies is about 2.7 billion yuan,2.9 billion yuan and 2.5 billion yuan.In Shandong province,in order to make GDP,social employment and government receipts positive growth,the maximum amout of subsidies which Shandong can bear is about 2.7 billion yuan,2.9 billion yuan and 2.5 billion yuan.When the quantity of coal transportation decrease 10%.the quantity of electric power transmission increase 10%,in Shanxi province.in order to make GDP.social employment and government receipts return to primary level,the minimum amout of subsidies is about 6 billion yuan,6.9 billion yuan and 6.6 billion yuan.In Shandong province,in order to make GDP,social employment and government receipts positive growth,the maximum amout of subsidies which Shandong can bear is about 4.3 billion yuan.5.1 billion yuan and 4.6 billion yuan.When the quantity of coal transportation decrease 15%,the quantity of electric power transmission increase 15%,in Shanxi province,in order to make GDP,social employment and government receipts return to primary level,the minimum amout of subsidies is about 9.5 billion yuan,10.8 billion yuan and 10 billion yuan.In Shandong province,in order to make GDP,social employment and government receipts positive growth,the maximum amout of subsidies which Shandong can bear is about 6.6billion yuan,8 billion yuan and 6.8 billion yuan.The sixth chapter is the corresponding policy recommendations according to the above conclusions.It is proposed that the beneficiary areas should divide the subsidy amount separately;the central government establishes subsidy supervision mechanism,strengthen the research of UHV transmission technology,develop energy-efficient thermal power technology,diversification of power grid and power investment and promote the transformation and upgrading of Shanxi's industrial structure.
