The rural Urbanization is an important part of the new urbanization in China.It is a major initiative of consolidating state powers,stabilizing social relations,improving the people's living standards,and the development of small towns is related to the quality of the entire process of urbanization.Under the new norm system and mechanism of China,it will transform from scale to quality,which also correspondingly puts forward high quality requirements of small towns.However,there are a large number of former economic centers,whose identities are towns.In the old society,in the planned economy era and even in the eighties to nineties of the twentieth century,it had made over more brilliant achievements.But in recent years,it has debilitated in the overall process of urbanization.Its economical decline would make many side-effects on the urbanization process in our country,even hinder full implementation of the new urbanization in our country.The former economic centers in this article are neither suburban areas nor remote areas,which had made brilliant achievements.And now these towns could not continue seizing the tide of economic reform,achieve transformation or keep former glory.At present,the research on this type of towns is still in the blank stage.Therefore,in order to clarify the reasons of decline of the origin economic centers and put forward effective proposals,it is in line with the requirements of the development of modern towns,and will provide a sample to the revitalization of the former economic centers,which has a certain academic value and practical significances.This paper starts with the basic theories and policies about the development of small towns.For the quality issues about China's current small towns,it takes the former economic center Baisha town for example,which was originally one of the traditional four major towns in Fujian.This paper expands from the elements of urbanization development including the proportion of non-agricultural population,transformation of industrial structures,urban infrastructure and some other aspects.Through the vertical and horizontal comparisons,it describes the current status of Baisha town and has confirmed the fact of its decline.Then from the perspective of external institutional factors and internal factors,it is proposed that the main reasons for its decline are not only the adjustments of national policies for the overall strategy,but also their own conditions and plans.The adjustments of national policies include the restructures of national industrial policy,the financial policy,the reforms of the'powers' and 'property rights' of the township regime,and adjustment of land policy from easing to crunch.Their own reasons specifically include the disappearance of their transportation advantages,government's positions and decision-makings.Based on above analysis,we are clear about how the former economic centers come to a weak situation.At the same time,a possible path about revive the former economic centers has been put forward from the perspective of government policies and their own aspect,just like corresponding policy support and financial support,positioning and planning itself scientifically,transforming the pattern of the development,and developing the third industry.This paper comprehensively analyzes the reasons and countermeasures of the former economic centers' decline,but there are still shortcomings.There are lots of former economic centers similar to Baisha town,and it could be generalized.But it can't completely cover all the former important economic centers due to the broadness of our country and the differences of all areas of the natural environment and social environment.
