Research On The Investment And Financing Of Tourism Industry In Pingtan,Fujian Province

Tourism is a comprehensive industry of China's economic and social development;also,it is an important part of modern service industry and strategic pillar industry of national economy.In August 2015,the State Council issued a document named "Opinions on Further promotion of tourism investment and consumption"(Reference number:[2015]No.62)which clearly states that "the growth of tourism investment and consumption by reform and innovation,can stimulate modern service industry development,increase employment and resident income,and can improve the quality of people's lives.It is of great significance."In recent years,in order to achieve the organic-unity principle of "the people rich,ecological beauty" and to build "multi-functional,comprehensive,high-quality international renowned tourist destination" as the development goals,Fujian provincial government has given full play to its ecological,Taiwan regional,and ocean advantages,and has focused on the "fresh Fujiant" brand to further optimize the integration of tourism resources.This results in the progressive development trend of Fujian's tourism industry.Being the first free-trade zone as national comprehensive experimental zone in Fujian province,Pingtan has obvious advantages in ecological,regional and ocean aspects and,therefore,it stimulate the rapid development of the tourism industry.However,investment and financing of Pingtan tourism industry are still in the exploratory stage.There still are many problems in investment structure,investment and financing mode,investment and financing platform construction,investment and financing management mechanisms,etc.It is vital to investigate how to give full play to its Taiwan regional,market and policy advantages,and to actively explore the policy systems which benefits the upgrade and promotion of the tourism industry.These investigations are vitally important to promote the healthy development of social and economic tourism industry in Pingtan,and also to promote the development of free-trade area and "One Belt and One Road" strategy.By using literature research,comparative analysis,field trips,expert interviews and other research methods,the status and current problems of Fujian Pingtan tourism industry investment and financing were fully investigated.After the background,significance,and current research status were introduced firstly,research approaches and strategies of the present work were given;also,the importance of investment and financing theory for Tourist Industry Investment and Financing System was presented.Secondly,the status of Pingtan tourism industry and its investment and financing was analyzed.By the summary of their development status and effectiveness of investment and financing,the existing problems and the corresponding causes were deeply studied.Furthermore,by summarizing the construction experience of the tourism industry at home and abroad investment and financing system,Implications for Pingtan tourism industry investment and financing system construction were proposed.Subsequently,general framework construction of Pingtan tourism industry investment and financing system was built by nurturing diversified investment and financing,building multi-channel interaction of investment and financing platform,exploring the benefit-sharing investment and financing model,and creating a full range of investment and financing construction financing mechanisms etc.Finally,sound policy recommendations for investment and financing Pingtan tourism industry System were proposed from the establishment of the financial system which matched to the tourism industrial development,deepening the reform of property rights system of tourist attractions,increasing the financial performance of funds,improving the investment and financing risk regulation and creating a favorable investment environment.
