The economic development has entered a new normal stage in China and the only way to boost the national economic development is to change the mode of the economic growth,which is to alter the economic growth pattern from extensive to sustainable.The key to achieve sustainable economic development is by enhancing regional independent innovation capability.This paper combines the FDI spillover effect with the local absorptive capacity to study its principle and fully apply it to practical activities to achieve maximum innovation efficiency.The related paper of this study in the past only view absorb capacity as an influencing factor in the regional innovation process,also the scholars did not consider the absorptive capacity and technology spill as equally important factor in shaping the regional innovation ability,let alone combine these two aspects in regional innovation research.Therefore,to remedy this research loophole,also to better the research method I determined to study the mechanism of FDI spillover effect and heterogeneous absorption ability to judge the impact of the two aspects on the innovation performance of Yangtze River Delta urban agglomeration.Based on the data of the Yangtze River Delta urban agglomeration,this paper studies the effect of FDI spillover effect and heterogeneous absorptive ability on its innovation performance and provides suggestions for the production activities of the Yangtze River Delta urban agglomeration based on the results of this paper.Based on the data of 26 cities in the Yangtze River Delta,this paper collects and analyzes the data of science and technology stock,the international technology spillovers,human capital,technical level,educational input,economic development level and marketization degree from 26 cities in the Yangtze River Delta,the result of OLS model shows that the two effects on regional innovation performance equally important in shaping the regional innovation performance.And further pointed out that human capital,education level and regional economic development level of Yangtze River Delta city groups of the city's innovative performance has a significant impact.In this paper,we conclude that technology spillover and absorptive capacity are equally important in influencing innovation activities.We also found that the heterogeneity of absorptive capacity is the key factor in which leads to the fact that technological spillovers produce different results in different regions.Human capital stock(h)can not only promote regional technological progress,but can also work with FDI technology spillover to make FDI technology spillover effect works better.The impact of FDI on technological progress in the real world is more obvious and the need for appropriate conditions to achieve the successful implementation of the technology spillover effect is conditional,so these factors cannot be separated,the regional innovation capacity is not a result of any single factor alone,but rather a combination of many factors working together.Only the various factors can be combined to achieve the optimal allocation of regional innovation activities.
