Farmers' Life Satisfaction Evaluation And Its Influence Mechanism Of Rural Settlements Consolidation

At present,C hina's economic development has entered a new normal,the contradiction between land supply and demand has become increasingly serious,how to protect farmland and protect economic development has become a major challenge for land and resources management.As an effective measure to improve the living environment of farmers and to activate the rural idle land,rural settlement consolidation plays an important role in rural work.As the most important stakeholders of rural settlements consolidation,farmers' satisfaction is the basic requirement of the consolidation,and is also the driving force for the further consolidation of rural settlements.Are farmers satisfied with the rural settlement consolidation or not?Is different consolidation models same? What factors affect satisfaction? Only after a thorough investigation,comparison and analysis,can we improve the work of consolidation,improve the satisfaction of farmers,safeguard the rights and interests of farmers.This paper took Taoyang Village,Jianbei Village and Qianxinglong&Zhangdian Village,which are on behalf of the 3 types of rural settlements in Feicheng,Shandong as research objects.Research the impact of rural settlements consolidation on farmers' life deeply and systematicly by using field survey.Establish evaluation index system to evaluate the different community satisfaction and overall satisfaction and to compare satisfaction difference by fuzzy comprehensive evaluation.Explore the influence mechanism of satisfaction by ordered multi classification logistic regression analysis,then put forward some suggestions to improve the rural settlements consolidation,to enrich and develop the rural residential land consolidation theory,promote rural residential consolidation work carried out smoothly.The main research contents and results are as follows:(1)The analysis of the effects of the rural settlement consolidation on the farmers' life.The most intuitive impact of rural settlements consolidation on farmers' life is improving farmers' living environment,living conditions and living standards,and the potential impact is farmer's work habits and life style etc..First,change the living conditions of farmers,including per capita housing area changed,the house quality and spatial pattern improved,storage space reduced,residential consumption increased.Secondly,change the living environment,the main effect of sanitation,greening the environment and security environment and social environment,including good sides and bad sides.The last is the basic facilities more perfect,including water and electricity and other infrastructure and education,medical and other public service facilities,in addition,convenient traffic get promoted.(2)Life satisfaction evaluation of rural settlement consolidation.Through the comprehensive evaluation of satisfaction of the three communities,the following conclusion can be brought: There are 83.28% of farmers in Tao Yang community are satisfied,5.27% of farmers are not satisfied.There are 80.87% of farmers in Jian Bei community are satisfied,7.53% of farmers are not satisfied.There are 78.91% of farmers in Q ianxinglong&Zhangdian community are satisfaction,8.44% of farmers are not satisfied.The results show that the majority of farmers are satisfied with the consolidation of the rural settlement,which shows that the consolidation has brought benefits to farmers.Farmers are most satisfied with the basic facilities,followed by the living environment,and finally the living conditions.There is little difference in the overall satisfaction of the different treatment modes,and the satisfaction degree of individual factors is different.In situ remediation of Tao Yang village overall change in the minimum,so all aspects of satisfaction is relatively balanced,but the greening environment satisfaction is lower than the other two village;The infrastructure and the living conditions of Jian Bei village which is off-site consolidation is the most obvious improvement.But farming is too far away and the storage space is insufficient,community is lack of management.The infrastructure in Q ianxinglong&Zhangdian community is the most perfect But the effect is not good,the cost is too high,resulting in residential consumption satisfaction is lower than the other two communities.What's more,farmers work change greatly because of land transfer.(3)Study on the mechanism of rural settlement consolidation satisfaction.Factors affecting the satisfaction of rural settlements consolidation including the living environment,the terrain before the consolidation of the village,the new community is whether merged,relocation distance and the distance from the center of town,farmers' age,family size,family farming scale,the proportion of non-agricultural income after the consolidation,old house quality and age.Whether the merger,the proportion of non-agricultural income after the consolidation and old house age has a positive impact on satisfaction and other factors have a negative impact,the most significant influencing factor of living environment(P=0.000),moving distance(P=0.001),distance from village centerthe(P=0.001),family relocated population(P=0.003),topography(P=0.005)and whether merge(P=0.008),are in the 1% level.The worse farmers living environment was before the consolidation and poorer building quality was,the more intense the willingness of consolidation is and more significant consolidation effect is,so the farmers satisfaction is higher.The far relocation distance results in difficult farming and too many people results in small per capita housing area.Farmers who were in hilly,mountainous and other complex terrain very eager to move to the flat terrain to live.(4)Research on the improvement of rural settlement consolidation.In order to further improve the work of rural settlements consolidation and improve farmers' satisfaction,the following suggestions are put forward.1,to guide the transfer of land,by suppor ting industries,expand rural employment channels,promote local employment of farmers;2,giving full consideration to the village population,industrial structure,employment of farmers,consumption and other factors,choosing reasonable location,contro l of community scale;3,increasing the village collective living subsidies,reduce t he cost of living of farmers;4.adhere to the people-oriented,fully consider the real needs of the farmers,as far as possible to meet the wishes of farmers;5,improve the construction of community facilities,strengthening maintenance,enhance the quality of community services.
