As China's industrialization and urbanization process is accelerating, huge of land were taken by various constructions, the total amount of constructive land is increasing rapidly, coupled with the adjustment of agricultural structure, ecological farmland restoration and other reasons, resulting in sharp decline in arable land, people and the growing contradictions Tension. Since the majority of rural China's lack of unified planning for the building, paid insufficient attention to the construction of villages, poor management, most parts of the building in the village of spontaneous state, causing confusion in the layout of villages and rural settlements in an area larger proportion, extensive land use, and low efficiency, and also huge adjustment potential for the good side. On the other hand, with the increased household income, the peasantry is having an increasing improvement requirement on their residential environment, the sooner we would make improvement on the current status (Scattered, unclearly, disorderly) of rural construction, the better achievement we would reach. As a effective method to optimize the rural residential layout and balance usage between the residential and cultivated land, "rural residential land consolidation" is working better and better in unified rural & urban development, intensive usage of land source, improvements for the condition both of rural production & living, and rural environment development. Hence, rural residential land consolidation have become achieve sustainable socio-economic development of the inevitable choice.As one of the representatives in the economy developed coast areas in the eastern district of our country, with the finished wider channels, the economy strength of Nantong is increasing, the multiple increase constructive land requirement is increasing multiple each year. To guarantee the land using requirement for economy developing progress, cultivated land would be occupied hugely, which would bring Nantong a heavy pressure against protecting the cultivated land, coordination project between the residential and cultivated land and land supply project, however, here is the current situation of this City: more population and less land, obvious contradiction between the people and land, the average cultivated land (0.059 acres) is much less than either of national (0.093acres) and Jiangsu Province (0.067 acres). Therefore, analysis the method that Nantong on adjusting project for rural residential area, which would help greatly for the land usage solution and continuous social economy development during current period, it would be also set an example for other district to achieve more than expectation on this issue.This article is focusing on the problems related rural residential area adjusting project with a quantitative and qualitative method that combining the study of theories with experimental researches. Firstly, it analyses the current status for the rural residential area of Nantong City, showing the changes happened to rural residential land both form quantity and local difference during 1996～2005, and then figure out the basic factor & current problems with the rural residential adjusting project of Nantong City. Secondly, it comes out a conclusion that the current performance level of rural land intensive utilization for Nantong City is little lower than the upper level, which showing that there is huge potential strength on the adjusting project for Nantong's rural residential area, and do test and then classification on this potential strength. Next, by studying the experience of other City in Jiangsu Province, it arises the available method for this project, and introduces the major implemental system and importance for rural residential adjusting project.; Finally, to guarantee this project would be carried out successfully, it states a policy proposal for rural residential adjusting project, on the following aspects, policy guidelines, social assurance system, compensation plan for the rural residential area adjusting project, hook policy, supervision & management on the rural residential using land, property policy, planning, financing, marketing running system, incentive and restraint system, etc.
