Research On The Measurement And Management Of Rural Poverty In Wuling Mountains Area Of Hubei

Since the reform and opening up,the poverty-stricken ethnic minority areas in China's economic and social development has made remarkable achievements,the overall situation of rural people's livelihood has been improved,the number of rural poor population is decreasing year by year.However,the influence of minority poverty area is subject to many factors of poverty,a large population base,economic structure and development mode of backward.General geographical conditions of the poor areas and poor ecological environment problems and basic public service level is not high,and in recent years a number of people being out of poverty is difficult,even the phenomenon of returning to poverty.Based on the definition of related concepts and relevant theories,constructs the study on poverty of rural Enshi P(Poverty)-C(Cause)-G-(Government)-R(Response)framework.In the PCGR analysis framework,firstly sorting out the historical evolution of rural poverty in Enshi and the present situation,and then analyze the factors of rural poverty measure and influence the state of Enshi,Then,using 2006-2015 panel data with FGT index method to measure the state of Enshi poverty,according to analyze the relative poverty,absolute poverty,the poverty gap index and poverty intensity index,we can clearly know the poverty trend of Enshi in ten years.Then,analyze the related variables influence the rural poverty situation furtherly,adopting the multi-level model analysis method,calculated by SPSS12.0and HLM6.0,according to the results of the output variables are analyzed one by one,to find out the influences of poverty.Finally,from two aspects of governance mechanism and governance path to analyze poverty governance,while the domestic and foreign poor governance experience is summarized,according to the current situation and then puts forward relevant policy recommendations.According to the results of the study,we can know that women,the older age,the lower education level,the bigger the size of the family,belong to the poverty,no technical guidance and more satisfactory to the government policy groups are morevulnerable to poverty.To help the poor rural area of Enshi Prefecture of poverty as soon as possible must increase investment in infrastructure,investment in education,improve the social security system,the development of agriculture,strengthen supervision,and the combination of precise identification mechanism,farmer participation mechanism,dynamic supervision mechanism,financial guarantee mechanism,the interests convergence mechanism and the perfection of industrial poverty path,human capital poverty alleviation path,infrastructure and financial poverty alleviation poverty alleviation path will help the poor rural areas of Enshi to go out of poverty as soon as possible.
