In September and October of 2013,during the visit to Kazakhstan and Indonesia,President Xi Jinping proposed the "Silk Road Economic Belt" and the "21st Century Maritime Silk Road" initiative.In March 2015,with the authorization of the State Council,the China's National Development and Reform Commission and the Ministry of Foreign Affairs jointly issued official documents,meaning that the "One Belt One Road" initiative became a national strategy of China.Sino-U.S.relations are the most complicated and important bilateral relations.The U.S.is the world's most powerful country,so their attitude towards the "One Belt One Road" strategy will affect the implementation of the strategy to some extent.Hitherto,the U.S.official stance to "One Belt One Road" strategy is relatively cold,there are very few explicit responses.On this occasion,the analysis of the U.S.think tanks,which regarded as the brain of the U.S.political decision-making,could help us learn about the U.S.government's attitude.The U.S.think tanks played a predominant role in the setting of the U.S.foreign policy.On one hand,it directly affects the government's decision by sending their researchers to the government by the "revolving door" mechanism;On the other hand,it indirectly affect government's decision by guiding the public arguments and ideological trends.As a result,the think tanks' judgement on the "One Belt One Road" strategy will ultimately affect the U.S.government's perception.The Brookings Institution,the Carnegie Endowment for International Peace,Heritage Foundation and Center for American Progress are well-known think tanks in the U.S.,their opinion worth considering as authority.Hence,the purpose of this thesis is to systemize and construct the cognitive framework of the four think tanks on the "One Belt One Road" strategy based on their review articles and cited references published on their website since 2015.Furthermore,the overall judgement of the four think tanks on the "One Belt OneRoad" strategy will be summarized in a contrast angle of view from China and the U.S.The possible policy of United States government on the "One Belt One Road"will also be discussed.Though there are some rational and objective voices in the US think tanks,there are also some doubts about China's intentions,which is the "One Belt One Road"strategy will help expanding China's international influence,increasing the competition between China and the U.S.,threatening the interests and leadership of the United States in the Eurasian continent.In response,the U.S.may still take a wait-and-see attitude in the short term,but in the long run it tends to restrict,counterbalance and even undermine the implementation of the strategy.The U.S.temporary wait and see just set aside time for China's action.Using bilateral or multilateral channels of communication between China and the U.S.to expound the"One Belt One Road" strategy is indeed China's priority.However,China should take some specific measures to strengthen Sino-US cooperation,and actively promote the"One Belt One Road" strategy.
