Since Chinese economic reform and open to the outside world,with the development of market economy,domestic enterprises get depth to promote labor system,labor dispatch staff in state-owned enterprises have accounted for a large proportion of the number.In the beginning,in order to reduce the burden of the cost of labor,promote the economic efficiency,improve the efficiency of business operations,etc.,enterprises take the initiative choice of labor dispatching as a way of labor addition.Although,because of the related policy and system still needs to be standardized,lack of government norms guidance and flexibility in the internal management of enterprises,the disadvantages of labor dispatch,such as the same labor but different pay,unfairness in promotion,adverse to corporate cultural identity,poor working enthusiasm and so on,that gradually highlight and influence the development of enterprises and the social harmony.Hence,relevant state labor department made relevant adjustments in the related laws;the total number of labor-dispatched workers should be controlled;welfare benefits would not discriminate against the labor-dispatched workers;social insurance rights must ensure the dispatched workers attend social insurance.To a certain extent,these new regulations improve the working environment and meet parts of demands.But the labor dispatch reform is not able to come true in a short duration of time,from the macro level,this reform has been improved,but in the micro level,most of enterprises do not give adequate attention.At present,there are excessive labor dispatch workers in many state-owned enterprises because of cost savings,preparation of approval and logistics problems.Because of labor dispatch related legal system is not perfect,the main responsibility is unclear and other issues,there are many risks and hidden dangers of labor dispatch,and hence labor reform is urgent.HD power Generation Company has been set as the reform of the pilot enterprises.Through the opportunity of HD labor dispatch reforming,this article analysis the HD power generation company's basic situation,then based on the comprehensive analysis of dispatch related research at home and abroad,apply the analytic hierarchy process(ahp)and the SPSS data analysis from the perspective of employee satisfaction,in HD Company's existing labor-dispatching system,employees' rights and interests guarantee is lack of fairness,construction of enterprise culture is lack of rationality,enterprise special management is lack of vitality and other issues.Based on result of the survey and analyzing the reasons of problems mentioned above,creating a scientific and equitable employee's rights and interests guarantee system,constructing the enterprise culture based on people oriented and creating flexible and effective management mechanism,would be the solutions of these problems.Finally based on the above-mentioned research,the HD power generation company labor dispatching labor reforms are formed.It is expected to provide reference for the reform of state-owned power generation enterprises in the market-oriented employment,standardize management of the labor employment,safeguard the legitimate rights and interests of both sides,promote the harmonious and stable labor relations and mobilize the enthusiasm and initiative of staff,etc.
