The development of the principal development of agriculture in a moderate scale is subject to insufficient capital,and the problem of financing expensive and financing difficult is outstanding for a long time.According to the national requirements,the provinces,municipalities and autonomous regions have set up the agricultural credit guarantee companies,and gradually began to build cities and counties in branches,forming the agricultural credit guarantee system in order to promote agricultural modernization and to solve the "agriculture,rural areas and farmers" problems of financing difficulties,refinancing expensive and slow.S provincial agricultural credit financing guarantee company(hereinafter referred to as ND company)was founded in January 2016,as to engage in food production and agriculture moderate scale management of new operators as a financing guarantee service object,saddled with solve the "agriculture,rural areas and farmers" "financing difficulties" and "financing expensive" the important mission of the policy of a wholly state-owned enterprise.In its inception,the company has been facing the policy limit,main business profitability is weak,silver bear more collaboration,business development is slow,in the majority with new employees,complicated background,management difficult problems,such as human resources management faced with considerable pressure.The company insists on promoting performance management as the fundamental way to improve the management level of the company and promote the business,and does a lot of work.How to scientific evaluation of the performance management work and how to further improve the effectiveness of performance management are the agricultural credit financing guarantee companies face the common problem.In this paper,on the basis of Performance Management current situation of ND company,through the theoretical construction of performance management effectiveness evaluation index system,it will evaluate the company performance management effectiveness,analysis to find the problems and reasons and explore the strategies of research increased performance management effectiveness so as to breakthrough ND company management bottlenecks and to achieve strategic goals and propulsion units provide decision-making reference for the long-term development.In this paper,Performance Management current situation of ND company is the basis mainly.It is effective to construct evaluation index system of performance management should according to the related theory.According to the evaluation index system of ND company to evaluate the effectiveness of performance management,at the same time i will take the case analysis method,the diagram analyses method and the statistical analysis method to figure out what influence on the effectiveness of ND company performance management and explore the strategies for improving performance management effectiveness so as to breakthrough ND company management bottlenecks and to achieve strategic goals and propulsion units provide decision-making reference for the long-term development.The author found the reason of influence the performance management effectiveness in ND corporate is mainly manifested in the cause of subjective inadequate understanding of performance management,company management Company in the lack of scientific index selection method in the performance goal setting,corporate performance evaluation methods are too single and didn't get the reasonable application and so on through analyzing ND company performance management effectiveness evaluation,At the end of the research to solve these problems and the insufficiency,it proposed the feasible strategy which surrounding ascension ND company managers and staff awareness of the performance management,optimization ND corporate performance management index system and perfecting ND company performance management mechanism and so on.
