Research On Optimization Of State-owned Assets Management Of Yunnan Highway Bureau

The assets of the administrative institutions are crucial components of the state-owned assets.As socialist market economy gradually develops and the investment of public finance has increased continuously,the total amount and scale of the assets of administrative institutions is on the rise.The study of state-owned assets management has been conducted mainly in the domain of state-owned enterprises;however,relevant studies in administrative institutions,especially the highway maintenance system,have not yet been fully researched.Strengthening the assets management of the state-owned administrative institutions can help to save financial costs,improve the efficiency of the use of asset,regularize the asset management and improve the construction of anti-corruption system.This paper stands from the perspective of public management,borrowing the successful experience at home and abroad,and selects the asset management of Yunnan Provincial Highway Bureau as the research object in order to analyze its existing problems and to put forward countermeasures and suggestions.This paper fully collects and reviews relevant references and research results and elaborates the core viewpoints of principal-agent theory,public finance theory and property right theory after a systematic literature review based on what have been collected.A fundamental overview of concepts concerning state-owned assets and its management has been conducted at the first place to further provide a brief review for the history of state-owned assets management,which serves as a basis for the following elaboration,taking Yunnan Provincial Highway Bureau as an example,on the general status of the highway bureau in Yunnan province,the management status of the state-owned assets and the characteristics of the state-owned assets.This paper adopts relevant theories,literature review and comparison analysis as its methodology and studies the state-owned assets management of highway bureaus in Yunnan Province by drawing on the domestic and overseas experience of the management of public asset management.Afterwards,this paper puts forward some suggestions for optimization of the management of state-owned assets of Yunnan Provincial Highway Bureau.First,it is necessary to improve the state-owned asset management system of Yunnan Provincial Highway Bureau;Second,Yunnan Provincial Highway Bureau of state-owned assets management should better streamline its process;Third,strengthening the basic asset management of Yunnan Provincial Highway Bureau is required;Fourth,Yunnan Provincial Highway Bureau should promote its information management.Last but not least,the supervision system should also be enhanced.
