This is the important period of strategic opportunities during the new round of reform of state-owned enterprises, the talent is the core resources for state-owned enterprises. And especially the middle managers are the dominant force of the enterprise, play an essential role in the state-owned enterprises. As a result, both the potentialities of human resources value and comprehensive research on management leadership has very important significance.Based on the SY company is the large state-owned enterprises as the research object, to the company middle managers leadership has carried on the comprehensive study to ascend. First, this paper expounds the management personnel, on the basis of the related theories of leadership research, according to a 360- degree evaluation model, using the method of questionnaire, the SY company middle managers leadership present situation has carried on the comprehensive evaluation; Analysis found that SY company overall level is not high, middle management leadership and leadership each component score difference is bigger, show more ability quality is good and bad are intermingled, especially in the aspects of customer service and team management is short;Main reason to focus on the constraints of internal institutions and mechanisms, effective measurement system and a lack of directional training and performance appraisal system is not sound, etc; Outside the area of the third industry development relative lag, industry factors such as the lack of benchmarking enterprise lead. In this paper, from the company level and individual level respectively, from the enterprise culture and core values training and promotion system, performance appraisal formulate, training system building, career plan guidance, help and teach, and personal training and bibliography reading, etc., puts forward the scheme of middle management leadership ascension, after half a year promotion effect of assessment found that managers leadership promotion effect is obvious, and points out the direction of further optimization of leadership lifting scheme.The research methods of this article is able to analyze the current situation and problems of leadership research object, has a certain practicality; Leadership improvement scheme is put forward, through the practical application and found that the measurement and the promotion of SY company middle managers leadership played a very significant effect. Also, this article studies for the promotion enterprise's management leadership provides a useful reference, has a strong practical value.
