In this paper the current situation of tobacco grass-roots team in Xiangxi Autonomous Prefecture were investigated and analysed, including ideological state of tobacco workers, the main problems at present, such as imperfect mechanism, incomplete infrastructure, insufficient personnel unreasonable personnel structure, misemployed, the shortage of high-skilled talents, etc.. It is concluded that problems are mainly historical factors, backward ideas, employee's skill is not enough, the distribution of dislocation and other four aspects of reason. Also from the Xiangxi reality, put forward to and earnestly do a good job in the corresponding countermeasures for the "four" work, namely:to lay a solid ideological style based, build chuangxianzhengyou front, solid team foundation, build the growth and success of the platform, the firm foundation of channel system and make contributions to the construction arena, prison management innovation mechanism, to build a secure and reliable background.
