Current Situation, Problems And Countermeasures Of Technical And Scientific Popularization For Hengnan County's Camellia Oleifera

As one of the four woody oil-bearing plants on the earth, camellia oleifera also shares the name of China's four woody oil-bearing plants with Chinese sapium, tung tree and walnut.Originating from China, besides small amounts of plantation in Japan and a few countries in Southeast Asia, camellia oleifera is mainly planted in China and is China's unique woody oil-bearing species.[1] With a long history of growing camellia oleifera for more than 2300 years, our country possesses not only a profound "culture of camellia oleifera", but also a wide distribution of camellia oleifera resource. In recent years, the state strives to develop camellia oleifera industry and takes the industry development as an important method to solve the safety problem of grain and oil, promote the economic development and improve the structure of edible oil.The history of Hengyang County planting camellia oleifera is aged-old. As the geographical, natural and ecological conditions are suitable for its growth, it is obvious of this place's advantages for camellia oleifera's development. The existing forestry land in the whole county covers 1504.1 thousand mu, in which that of camellia oleifera occupies 220 mu and only accounts for 14.63% of the total, leaving abundant forestry resources in reserve. There is still a large space for the development of camellia oleifera. After years of efforts, the camellia oleifera industry development is in the critical period. As its demands for technologies are very intense, the technical and scientific popularization of camellia oleifera is especially important.This paper firstly researches the technical and scientific popularization system construction of camellia oleifera from Hengnan, Hunan and its current situation. Combining basic information of Hengnan County, the camellia oleifera industry development status and related theories of agricultural science and technology popularization, this paper analyzes and studies the available documents and information obtained from field research, finding out six problems in the technical and scientific popularization of Hengnan County's camellia oleifera:relatively lagging process technology of camellia oleifera, low enthusiasm for production of some forest workers, low level of the mechanized production of camellia oleifera, incompetent ability of some camellia oleifera enterprises for driving technological development, lower quality of personnel for technical and scientific popularization and unstable teams. In this paper, main reasons for those existing problems are analyzed. According to the development status of the camellia oleifera in Hengnan County and the county's advantages for technological development, six countermeasures are proposed in this paper to promote the technical and scientific popularization of camellia oleifera, including giving full play to the regional advantages of camellia oleifera's technical and scientific development, innovating corresponding educational training tasks, perfecting reward systems for camellia oleifera industry development and evaluation system for promotional objectives, strengthening supports for camellia oleifera enterprises, exploiting well-adapted machineries for operating camellia oleifera and making them objectives enjoy subsidies from government as well as enhancing camellia oleifera enterprises'demands for technologies.
