Research About The Innovation Of Land Management Based On Urban-rural Integration Development In Suqian

Currently,there are many problems and conflicts in land use in Suqian city,such as unreasonable land use structure and arrangement,low land-use capability and the yield rate,capital scarcity for rural land consolidation,etc.With the principles of land management innovation,namely 'resources protection,conservation and intensive,interest safeguard,reform and innovation',there is a pressing need to change the traditional command allocation mode of land resource,and make the market play its role in land resource allocation.Based on the analysis of the existing problems in Suqian,this paper aimed to promote the urban-rural integration development through the innovation of the land management system.The innovation work in land management based on urban-rural integration development is a systematic project,involving many factors.This paper first expounded the theoretical basis of land management by combining the urban-rural integration,sustainable land use,the integration theory of urban and rural land market.And then based on the antecedence principle in Suqian,the paper tried to establish a 'land ticket system',which brought into the construction land quotas and requisition-compensation balance quotas.This system transfers the traditional command allocation mode to market-oriented allocation mode,and the market plays a crucial role in land resource allocation.By studying on the marketization of allocating construction land quota and cultivated land balance quota,we got some results below:(1)forming the self-constraint mechanism of using land efficiently and improving the efficiency of using construction land quota.(2)forming the financial mechanism of urban supporting rural area and the innovation of land management facilitates urban and rural coordinative development.(3)forming the coordination mechanism of rural land consolidation and optimizing the allocation of urban and rural construction land in space.(4)improving the quality of cultivated land(5)broadening the channels of increasing farmers' income.We put forward some implications and advice on Suqian's land resource market allocation by studying on the innovation of rural land management,i.e.allocating rural land resource by market of Chengdu,Chongqin and Suzhou.We put forward some suggestions on the innovation of coordinating urban and rural land resource management according to our analysis and real context of Suqian.The suggestion concentrates on forming the active management mechanism of urban and rural land planning,coordinative mechanism of removing,constructing and using of the turnover quota of LUGRT,motiving the rural land consolidation by the way of marketing,coordinating urban and rural comprehensive reform and so on.
