| Since 1999,242 research institutions which belong to the state economic development and 134 research institutions which belong to ministry of construction and other 11 departments subordinate to the research institutions and the local government has transformation into a self-sustaining enterprise.After 17 years of exploration,some institutions,completed the transformation successfully.Benefits and scale developed as a high speed;The others were knocked out in the cruel market competition.What cause such a phenomenon?
