In the end of 2016.the State Council has officially approved the development plan of the Central Plains Urban Agglomeration, which has been extended to a national urban agglomeration area containing 31 cities in 5 provinces. The Central Plains Urban Agglomeration is an important strategic plan in China, and it will become the important growth pole in the central China and even all over China.Having been upgraded to the national urban agglomeration, the economic development of the Central Plains Urban Agglomeration will continually accelerate, and the development of tourism industry which has an important place in tertiary industry will also speed up.However, due to the big differences in various conditions of tourism development, there is a large gap in tourism development among cities in the Central Plains Urban Agglomeration, and the development situation is unbalanced. The problems caused by the big regional difference of tourism economic development will seriously hinder the overall competitiveness of the urban agglomeration, and then will has a series of negative effects on regional tourism development. This paper will analyze the regional differences of tourism economy and the influence factors in the Central Plains Urban Agglomeration, and some measures of tourism economy development will be put forward, which has great significance in the coordinated development of regional tourism economy. Therefore, from the theories and practice of regional differences in tourism economy,at home and abroad, combining with the realities of situation in the tourism development of the Central Plains Urban Agglomeration, this paper will take the 24 cities in the Central Plains Urban Agglomeration as research scope, and give a deeply analysis of the change rules and characteristics of time and space of tourism economy differences in the Central Plains Urban Agglomeration, then discussing the influence factors of the differences. Finally, some measures and advice of tourism economy development in the Central Plains Urban Agglomeration will be come up with. There are some findings of this research:The absolute value of differences of tourism economy development in the Central Plains Urban Agglomeration has quickly increased from 2006 to 2015,and the relative differences has declined with fluctuation. The change characteristics in space is that the degree of concentration of tourism economy in the Central Plains Urban Agglomeration has declined with fluctuation, and the tourism development has begun to spread. There is apparent spatial difference in the level and speed of tourism economy development, and the most of cities has a low level of tourism economy development and the slow growth rate.As the central cites in this area,Zhengzhou,Luoyang and Kaifeng have high level of tourism economy development and the fast growth rate, and the space centralization effect has been constantly strengthened.According to the results of the 24 cities' tourism economy comprehensive evaluation scores in 2007,2011 and 2015,the whole development level of tourism economy in the Central Plains Urban Agglomeration is relatively low,and there is a big gap among different cities. Moreover, there is only a few growth poles in the urban agglomeration, which plays a very small leading role to surrounding areas. There shows a tendency of"centralization-dispersion-centralization" for the distribution of the relative developed areas in tourism economy, and they has centralized near to the growth poles. The important influence factors which have caused the regional differences of tourism economy in the Central Plains Urban Agglomeration are tourism resources, regional economic basis, the accessibility of urban traffic, the level of tourism related supporting service and the industrial policy of government. There are some advice and measures for tourism economy development in the Central Plains Urban Agglomeration:promoting regional strategic integration and making the growth poles play the important leading role;increasing the cities' economic strength and facilitating the tourism industry;constructing the comprehensive transportation system and improving the accessibility of traffic;perfecting the tourism facilities and services and improving the quality of tourism services;innovating the tourism development system and making full use of the advantages of industrial policy.
