Most supervision companies generally don't have an effect on the real estate projects in China.They pay less attention to the project scheduleor take no improvement measures to the delay of construction period.They are not involved in the acceptance of engineering materials so as to the materials are directly used in construction site.There are no effective solutions to solve the quality issues in the course of the construction.As far as the economic verification submitted by construction organizations they tend to sign sign without any reviews,which leads to losses for real estate enterprises.For construction crews whose behavior violate the safety regulations,they don't stop them immediately.Their response are always too slow for the instruction from the managers of real estate management company which result in greatly decrease execution efficiency.Besides,the construction information materials gathered by supervision companies are in disorder and thus not fulfill the requirements.With regard to the phenomenon of disorderly piled up in construction site,the supervision companies cannot effectively urge construction companies to rectify and improve.Additionally,in the constructions site the time that supervisors spend on inspection on the sidelines apparently are not sufficient.All the phenomenon outlined above reflects that the supervision companies do not exert their effect and pressure on the real estate projects hence real estate project companies are supposed to strengthen management on them.In order to solve the problems of the supervision companies and explore the management methods the author reads lots of references and does plenty of literature review to figure out definitely the existing problems in the real estate projects.Those problems are analyzed deeply and explore essential reasons from three aspects including the market,the real estate enterprises and the supervision companies on the basis of the commission and agency theory,the motivation theory and the synergetic management theory.The leading reasons the supervision companies do not exert their effect and pressure on the real estate projects are as follows:the qualification and strength of the supervision companies cannot fulfill the basic requirement for real estate projects and the cost is too low in the course of bidding process,during performing contract the supervision companies are not strictly monitored and controlled without effective motivation assessment and synergetic management,as well as the real estate project companies do not make full use of the market competition and that causes reputation motivation and restriction to supervision companies.Based on the analysis for the reasons,the authorfigures out themethods thatreal estate enterprises effectively manages supervision companies.Managing supervision company is a systemic and integrated issue,which is divided into three stages,the management before performing contract,the management during performing contract and the management after performing contract.In the firststage,based on multi-channel information collection and public bidding real estate enterprises identify supervision companies under the principle of merit.In the supervision contract,responsibility,power and benefit should be defined explicitly.By means of additional bonuses to ensure a relatively reasonable supervision costs and the bonuses are not paid until successfully passing the assessment standards.By interviewing supervisiors to identify whether they can meet the requirements or not.At the same time on the basis of comprehensive performance of supervision companies,real estate project enterprises will list them into qualified supplier list or non-qualified supplier list whose results will be reported to the group company and published for public review.In the second stage,improving the assessment for the performance of supervision companies and according to the results to decide reward or punishment,meanwhile the real estate companies and supervision companies make coordinatedmanagement on projets.In the third stage,having post project evaluation after project completion,making a comprehensive evaluation for the work quality of supervision company,listing them into qualified supplier list or not qualified supplier list whose results will be published for public review and having reputation motivation and restriction for them.The real estate enterprises should have a meeting in time to sum up the experiences of management in order to continuously improve the management level of supervision companies.All methods mentioned above can not only enhance the management of real estate enterprise to supervision companies,but also improve supervision companies to exert strength so as to achieve their win-win goal.Finally On the basis of studying the actual case of ZT project,the effectiveness and scientificity of management methods the author figures out will be verified.
