Research On Effect Evaluation Of Resource-based City And Its Influencing Factors In Shanxi Province

China has a large number of resource-based cities,National Resource-based City Sustainable Development Plan(2013-2020)defines 262 "resource-based city" for the first time.For a long time,the contradictions of most resource-based cities in the process of extensive growth become increasingly prominent.Since 2000,according to resource-exhausted cities,the state has proposed some policy measures including establishing financial transfer payments,supporting shantytowns reform,reforming resource tax system,strengthening environmental remediation,ecological protection and others to carry out transformation and support work.After more than ten years of transformation and development,resource-based city transformation achieves a certain effect.Shanxi province is rich in coal,bauxite,iron ore and other resources,especially in coal.With a wide distribution and a large number of coal resources,Shanxi forms a number of typical coal resource-based cities.In December 2010,the National Development and Reform Commission formally approved the establishment of "Shanxi National Resource-based Economic Transformation Pilot Area".Nowadays,Shanxi resource-based cities are stepping into the practicing stage to consider the transformation of the city as the goal.Based on the background above,this paper focuses on the transitional stage and transformation effect of ten resource-based cities in Shanxi,then analyzes the factors that affect the transformation,and puts forward the future development path.The full text is divided into seven chapters.The first chapter elaborates the background,significance,content,method and innovation of this paper.The second chapter defines the concept of resource-based city and resource-based urban transformation,and combs the theory and domestic and foreign literatures related to the transformation effect and influencing factors of resource-based cities.The third chapter mainly analyzes the present situation and the outstanding problems in the transformation of Shanxi resource-based cities from 2000 to 2014.The fourth chapter constructs the evaluation index system from the aspects of economy,society and environment,to identifying the transformation stage and the transformation effect of each resource-type city in Shanxi.The fifth chapter discusses the influencing factors of the transformation effect of Shanxi resource-based cities.The sixth chapter draws lessons from the successful experience of the transformation of typical foreign resource-based cities,and puts forward the future development path for the resource-based cities in different transitional stages.The seventh chapter summarizes the conclusions and prospects.Through the study,this paper identifies the transitional stage of ten resource-based cities in Shanxi.At present,Shanxi as a whole is in the start-initial transition stage.Among the ten cities,Xinzhou,Linfen are at the beginning of transition stage;Yuncheng,Luliang are in the early stage of initial transformation;Yangquan,Changzhi,Jinzhong,Datong are in the medium stage,while Shuozhou,Jincheng are in the later stage.Overall,after four years of transformation and development,the resource-based cities to obtain a certain transition effect to varying degrees.The only grow-up resource-based city in Shanxi is Shuozhou,its effection is the best,followed by Jincheng,the third is Yangquan,and the transformation task of Changzhi,Jinzhong,Datong,Yuncheng,Luliang,Xinzhou,Linfen is still difficult.The proportion of industrial structure,the level of economic development,human capital investment,scientific and technological innovation input,energy efficiency and environmental improvement status have become the main factors to affecting the transformation effect of resource-based cities,at same time,it states that Shanxi resource-based cities' development need to attach great importance to the direction in the future.To achieve a successful transition of Shanxi's resource-based cities:on the one hand,Shanxi should learn from the German Ruhr,Birmingham and other foreign resource-based cities' successful experience;on the other hand,resource-based cities at different stages of development should select the path of transformation respectively.
