The Research Of Shanxi Province's Unemployment Insurance Funds Operation

Employment is the foundation of the people.After the growth of China's economy,the transformation and upgrading of the industry have been initiated in order to the reform.As a major coal producing province,unemployment and re-employment problems become the focus of the people's livelihood in Shanxi during the transformation,and research on the problems of unemployment insurance system is of great significance.Based on the analysis on unemployment insurance system in Shanxi Province,we analysis the operation situation of unemployment insurance funds in the past 15 years,and considering that Shanxi has carried out a set of new policies to improve unemployment system,we also assess the income,expenditure and balance in next 10 year.It is concluded that unemployment fund balance in much too high and still expanding in a high speed,and fund expenditure structure is not reasonable.In this paper,the sources of unemployment insurance funds' problems can be summarized as: high rate of unemployment risk is low,fixed payment rate lower pay cost main body enthusiasm and the low level of unemployment insurance funds as a whole;Use reasons include: jobless payments level is low,cannot satisfy basic life safeguard unemployed,unemployment benefits distribution of flexibility is poor,lead to participate in to receive claims to be lower than the registered urban unemployment,social re-employment training system is not sound,the relatively low proportion of unemployment insurance funds for reemployment spending and unemployed jobless claims the enthusiasm is not high.From the perspective of the unemployment insurance system,the direction of the improvement are as follows,we need to enlarge the coverage of unemployment fund in Shanxi Province,improve the unemployment insurance payment standard,extend the payment period,payment rate adjustment mechanism,raise funds as a whole level,standardize information construction,this paper make the unemployment insurance fund more healthy,sustainable operation,give full play to the function of the unemployment insurance system.
