With the Shanxi Province Unemployment insurance fundsexpenditure as a cut-in point, this article is aiming at the situation of the Unemployedinsurance fund in Shanxi Province, explored the problems related the Unemployed insurancefund spending in this article.Firstly, this paper analyzes the systems of unemployment insurances and unemploymentinsurance funds in Shanxi Province, through analysis of Unemployment insurance system.The unbalance between supply and demand of employee and its structural contradiction, it isthe basic judgment about employment situation in Shanxi province. There is a "scissorsdifference" phenomenon of the number of people receiving unemployment insurance. thesystem cannot achieve the Pareto optimization. The standards of balance rate forUnemployment insurance funds improved with the steady increase of its incomes, and lowergrowth in Expense spending. Accelerating the change of industrial structure, enhancing therate of urbanization and promoting the development of secondary and tertiary industr ies arehelpful for the employment growth. The average ratio of vocational training andemployment cost of the total expenditure was5.89%.The article puts forward some suggestions on the development of unemploymentinsurance funds on the basis of the empirical research results. In regard to the promotion of employment spending via the expansion of unemployment insurance funds, it is much need to increase the fund expenditure projects and to expand spending through the policies such as ’self employed personnel entrepreneurial subsidies’,’community worker allowances’ and ’green jobs subsidies’ as well as ’youth employment promotion plan’. In the standardof payments, they are Promoting employment and guaranteeing life of the unemployed from the following three aspects:Firstly, the unemployment insurance funds can ad opt floating rate; Second, on the point of ’Total unemployment rate’’Insured unemployment rate’ and ’Benefit Unemployment rate’. We should set up three proposals to extend the deadline of the unemployment insurance And then, Third, improving the substitutingrate of the jobless claims. It will redound to unemployment insurance funds reforming and the global optimization of unemployment insurance system by improving thepooling of unemployment insurance and Building up clear and definite personal payment records.
