Research On Risk Management Of An Exhibition Center Project In PPP Mode

With the vigorous development of China's economy,convention and exhibition industry as a new industry has been rapidly growing and increasing value and position in the tertiary industry.As 2015 start development and Reform Commission and the Ministry of Finance began to vigorously implement the PPP model,more and more social capital into the construction of Convention and exhibition industry.However,exhibition venues in large scale of investment,long construction period,higher operating costs in construction of,social capital into the Exhibition Centre PPP projects exists very high risk.At the Convention Centre in PPP projects,how to identify,assess,response the risk is key to success.That requires contractors involved in PPP projects to improve the risk management capability of the project.This paper use PPP model theory and risk management theory,based on a case study based on an exhibition center to studies the risk management process.In risk identification,paper through literature reading on an Exhibition Center PPP project exists of risk factors,and using mind storm method for second risk recognition,last using experts review method to gets the final risk lists,recognition out risks like financing risk,and government credit risk,risk items.During the risk assessment process,use risk matrix analysis to access importance of risk factors,get that government credit risk,market risk,government policy stability,changes in market demand,financial risk and other risk factors on the greatest impact of the project.In the fourth chapter the risk response,analyze social capital,companies,government agencies,suppliers,insurance and other risk-sharing of responsibilities,and determines the allocation of risk frameworks.Then according to the project situation,in accordance with the assessed level of risk,the risk factors developed corresponding strategies in order to develop risk response plan.Last,proposed recommend for exhibition center PPP project risk management,from government institutions level,need sound PPP legal regulations,upgrade Government of contract and cooperation spirit and strengthening government regulatory.From social capital level,need pursuit reasonable profit,widened financing channel and strengthening contract management.From project company level,need perfect enterprise risk prevention system,and sound risk management organization,and established enterprise risk database,and established perfect of risk monitoring and correction mechanism.Study on risk management through the exhibition center PPP projects,aimed at solving industry-building shortfall problems,to a construction company for Convention and Exhibition Centre to provide experience,optimize risk management processes,improve the ability of construction enterprise risk management and control,so that the enterprise can increase the risks of PPP project management capacity and enhance competitiveness.
