A Study On Evaluation In Urban And Rural Construction Intensive Use Of Shaanxi Province

Since reform and opening up,China enters a fast-developing period of the urbanization.As urban scale rapid expansion,the phenomenon of leaves urban construction land fallow and extensive use is getting more and more serious.In the meantime,though rural population pour in urban,the rural residantial land has not adjust accordingly.These led to the structure of urban and rural construction land imbalance.Study the intensive use of urban and rural construction land is the basic way to solve the land use problem in development.This article choose urban and rural construction land of the 107counties(cities and districts)of Shaanxi province as the research object.According to land and socioeconomic data from 2009 to 2014,respectively studied present level and dynamics of urban and rural construction intensive use.Based on this,analysis influence factors of prsent level and dynamics.Major conclusions are as follows:(1)The high level area of urban and rural construction intensive use are mainly the developed counties(cities and districts)of each citieS?From the point of the sub-indexes,the land input-output efficiency of Xi'an city and the west and north of Shaanbei area are high.But in rest of Guanzhong area,the land output level of secondary and tertiary industries' output value and fiscal revenue are rather low.And Shannan area although have a certain input,but the output of urban and rural construction are low.(2)2009-2014,the level of urban and rural construction intensive use of Shaanxi province is general increased.Among them,Guanzhong and Shaanbei area are increased most.Especially Xi'an city,Baoji city and the west and north of Shaanbei area.And the north of Shannan area have increased a lot too.(3)By having regression analysis,find out that the influence factors between present level and dynamics of urban and rural construction intensive use have difference.Especially the level of industrialization has opposite effect to those.This shows that the industrialization development of Shaanxi province exist land use extensive.(4)Based on total population,urban and rural construction tend to be extensive.But urban industrial land is more intensive than rural residantial land.In the meantime,the distribution of them have difference.Urban industrial land in Guanzhong area are more tend to be intensive.Rural residantial land in Shaanbei area are more tend to be intensive.That shows the development between urban and rural is disharmony.(5)Based on secondary and tertiary industries' output value,urban and rural construction tend to be more intensive.But from the point of prefecture level city,the EEI of Xi'an city and Yangling district are lowest,means these area's land use tend to be extensive as a whole.(6)There is a large difference in distribution between the level of urban and rural construction intensive use and trends of land use.Many area have high level of intensive use,but their trends of land use are extensive.While some area's land use tend to be intensive,but their level of intensive use are low.This shows that the meaning and character between them have difference.For promote the urban and rural construction intensive use of Shaanxi province,it should manage urban and rural construction according to local conditions and problems,formulate specific policies for industrial development.And formulate reasonable land use planning and urban planning.Finally,bring urban and rural construction intensive use into government assessment system.
