Research On The Implementation Of Rural Dilapidated Housing Reform Policies In Yunnan Province

Rural dilapidated housing rehabilitation is a housing project policy for the low-income rural residents.Yunnan Province was included in rural dilapidated housing rehabilitation policy pilot program and increased investment in 2009.However,several years passed,the issue of rural dilapidated house remains a significant problem.Nowadays,the rural dilapidated housing rehabilitation policy is at the hard time,it's time to take full policy effects to solve the problem,that determines if the target of building a comprehensive well-off society will be achieved in 2020.Policy implementation is the direct way to take policy effects.So,if the problems of policy implementation cause policy failure? With the problem,this research analyzes the rural dilapidated housing rehabilitation policy from the perspective of policy implementation.In order to,take Yunnan rural dilapidated housing rehabilitation policy effects,improve residential security and condition of rural house,protect rural people and their assets.Meanwhile,find out the reason for problem of policy implementation base on the policy implementation process model of T.B Smith and solve it,instead of the traditional research method which direct to solve the problem.Also,practice the policy implementation theory.This paper used documentation method,interview method,and questionnaires method.Firstly,it described policy implementation models.And then,based on the status and implementation of Yunnan rural dilapidated housing rehabilitation policy,described policy implementation from the perspective of policy implementation process and found out good and bad results of implementation.Subsequently,found out the reasons for problems of policy implementation base on the policy implementation process model of T.B Smith,and put forward suggestions.This research figure out the main reasons for problems of Yunnan rural dilapidated housing rehabilitation policy implementation including the issue is hard to solve,the policy is not reasonable enough,the policy is not clear enough,theresources are insufficient,some implementing personnel are not high-quality all,the communication of implementing organization is not good enough,supervision is not good enough,too many target people,too many variable behaviors of target group,the behaviors are hard to change,target group are poor,bad natural environment,bad economic environment,insufficient social participation,and insufficient social supervision.Then,put forward suggestions including regulating policy,decomposing and clearing the policy,expanding resources access,training implementing personnel,improving supervision and evaluation,increasing capital sources of target group,regulating behaviors of target group,developing rural economy,promoting social participation,and improving social supervision.
