Research On Operational Efficiency Evaluation Of Home Care Institutions

Nowadays,the population aging situation in China is serious.Pension problem became an important social and livelihood issue.The home pension model can make use of the community resources full,save the government investment and improve the quality of the old-age service.So this model is the important content of the old-age service system construction.But the model's problems are also very prominent,such as no standardized operational process,not perfect of the supervision and evaluation system and the decline of the quality of service and efficiency.They will restrict the home pension model's promotion.Therefore,the evaluation of the home-based care institutions' operating efficiency is a key issue.It can help the government make better use of the old-age resources and have a strong supervision of pension agencies.It also can promote the standardization of institutions and improve the satisfaction of the aged.At present,the foreign scholars have already got the mature research results about the home care institutions' operational efficiency.However,due to the difference of the old-age service system,the guarantee system and the economy and culture,the results'application in China need to be verified.Domestic scholars' directions are focused on the service quality and performance evaluation of the home care,and less concerned about the operational efficiency.On the one hand,the promotion time of the home care is short.On the other hand,the home-based services are invisible,heterogeneous,easily to change and so on.It is difficult to determine a unified evaluation system.At the same time,the nonprofit properties of the home-based care institutions make their efficiency evaluation principles and systems be different from the general profit organizations.So,it is a key and difficult point how to ensure the objectivity and scientific nature of the home care institutions' operational efficiency evaluation results.Based on the input-output perspective,this paper studies the evaluation system and model of the institutions' operating efficiency.The research contents are as follows:(1)Build an evaluation index system of the home-based care institutes.Because of the non-profit characteristic,the efficiency evaluation criteria of institutes is not profit maximization but service quality,social benefits and other factors.So based on the operation flow of institutions,we obtain data by designing questionnaire and carrying out expert interviews.Finally we construct the index system scientifically by analyzing the data.(2)Establish the operating efficiency evaluation model of home-based care institutions.The institutions' operational efficiency including the comprehensive efficiency,technical efficiency and the scale efficiency.So the CCR,BCC and super-efficiency evaluation model of data envelopment analysis are used to conduct a comprehensive evaluation,which can obtain various aspects of operational information.On the input redundancy and output inadequate perspective,it's easy to obtain the promotion strategy and efficiency adjustment programs of low-efficiency institutions.(3)Analyze an example of the home-based care institutions efficiency evaluation model.Taking the data of the A city's home-based care institutions as an example,using the model to analyze the efficiency of institutions,and exploring its efficiency promotion strategy and institutional operation standardization countermeasures.The scientific and feasibility of the model is verified by the analysis of the example.The result of this paper is the construction of the evaluation model of home care institution's efficiency,which expand the institutions' performance research field.Through the evaluation of home care institutions' operating efficiency in A city,we got the results of operational effectiveness,the sorted efficiency of 30 institutions,redundancy,output shortage,scale efficiency and so on.The model constructed in this paper can analyze the information which is difficult to obtain in the traditional evaluation method.And it is more reasonable and applicable to the actual situation,which reflects the application value of the model.The purpose of this study is to construct a scientific and effective evaluation model of the home-based pension institutions' efficiency.A comprehensive evaluation model and mechanism can reflect the overall operating conditions of the domestic pension institutions.It's an effective tool for the government to supervise and manage the home-based pension institutions.It also provides important data reference for the government to optimize the allocation of old-age resources.
