| With the rapid development of China’s new urbanization strategy,the pace of urban expansion,public travel demand and demand structure has changed greatly.The public demand for personalized public transportation is growing,the traditional city public transportation market is further subdivided,the business express,custom bus,commuter bus and other new features of public transit service.At the same time,the pressure of urban public traffic is increasing,and the phenomenon of urban traffic congestion is becoming more and more serious.The development and changes of the situation,put forward new requirements for the management of the public transport industry and the price regulation.In 2012,the State Council promulgated the "guidance on the city public transport priority development"(Guo Fa 2012 No.64),requires the development of public transport priority of city traffic development,efforts to enhance the security level of city public transportation.In July 2014,the provincial government issued "opinions on further implementation of city public transport priority development strategy"(Su FA 2014 No.80),clearly put forward to establish a scientific and reasonable fare system".In Yangzhou city the current bus fare policy as the research object,with the help of to collect and collate the literature,on the basis of the theory,principles and application of quasi public goods pricing at home and abroad city bus fare pricing model,public welfare fare for bus fare to analyze the current existing problem in the management mechanism.In order to solve the problems of the current bus fare management mechanism in Yangzhou,such as the serious loss of public transport enterprises,more complaints from the masses,the lack of financial subsidies and so on.Finally,according to the existing fare mechanism problem in Yangzhou city and puts forward some ideas and methods that the fare reform,improve the management mechanism,scientific assessment fares,based on one vote,low fare,fully consider the city public transportation enterprises operating costs and the affordability of the residents,according to the different demand for travel,scientific assessment city public transport fares.The establishment of public welfare fare guarantee mechanism and implementation of the "financial subsidy"for the protection,perfect financial subsidy mechanism for the loss of policy,and to give appropriate subsidies,this paper also proposes the establishment of public transportation subsidy mechanism of the benefit evaluation index system,to fully mobilize the enthusiasm of the enterprise managers and employees,and attract encourage social capital to participate in public transport infrastructure construction and operation,make full use of public transport infrastructure for the comprehensive development of the leasing policy,bus advertising resources,through the operation of the market and expand the business channels,improve the service level of public transit enterprises to enhance their own hematopoietic function,and carry out the city bus travel satisfaction survey,make people more willing to choose the bus travel. |
