Recent years,air pollution caused by vehicle emission,industrial waste gases and other emissions has been getting more and more serious.Ministry of Environmental Protection's research of 2013 reveals that more than 60% of the air pollution was caused by vehicle exhaust gas.It has become a consensus that policies like restrict and cut private car travelling to reduce air pollution and develop public transport should be carried out.In order to achieving strategic objective of public transport priority and optimizing trip structure,some major cities adopt a series of measures combining restriction and financial subsidies.On the one hand,it restricts vehicle transport by methods like traffic restriction based on the last digit of license plate number,on the other hand it gives priority to the development of public transport which is environment friendly and occupies a small floor area with financial subsidies and by using economic lever.This thesis is inspired by a policy adopted in 2013 of free charge of transport in one hour in Chongqing.This thesis sets up a multi-goal programming model which aims at a total impedance road network,and fare income of transit enterprises by analyzing transfer mechanisms of resident trip mode and the effect of the limit of public transport transfer discount on user's generalized travel cost.The main parts are as follows:1.This paper summarizes domestic and international researches in three aspects about public traffic pricing,transfer fares and travel mode shift,and contrast some basic theories and models.2.The questionnaire is designed from three aspects,namely traveler's individual characteristics,trip characteristics and travel modes,combining with SP survey method and RP survey method.It is analyzed with questionnaire data from four dimensions: economy,rapidity,comfort and punctuality,and the level of importance of key factors is qualified.3.This paper makes a research on traveler's trip mode transfer mechanism from three aspects in choice making process of trip modes,drives of trip mode transfer and resistance of trip mode transfer.The best trip mode transfer model is set under the consideration of traveler's optimal benefit.4.Transfer fare is not only influence the cost but also change the traffic mode choice and structure.Multi-goal programming model is set under the consideration of minimum total impedance road network,the priority of fare income of transit enterprises into consideration.According to the model's characteristics,the solution algorithm based on linear weighting method is proposed with examples.The result of the research shows that travel cost plays an important role on traveler's trip mode choice.Transfer fare of public transport can attract more people by improving their overall effectiveness,It not only plays a positive guiding role in the shift of traveler's trip mode from private vehicle to public transport,improvement of travel efficiency,and optimization of road network structure,but also has great significance to ease road congestion and improve fare income of the transit enterprises.
