Urban public transport system in the city has an indispensable role, which is the context of the system throughout the city and has a positive role in promoting the entire city’s economic and cultural development and modernization. With the rapid economic development and urbanization continues to increase, more and more modern urban living standards, urban vehicle population has increased dramatically, which resulting series of urban traffic problems, such as traffic severe congestion, frequent traffic accidents, traffic increased energy consumption, serious pollution transport. So the state concerned departments should strengthen the development of urban public transport system to play its large capacity, low energy consumption, high efficiency advantages and the implementation of traffic priority strategies. These both need government to implement traffic priority reasonable guidance, but also the appropriate economic instruments to be regulated. Therefore, it has important theoretical and practical significance to study how scientific and rational establish public transpot fares to increase the attractiveness of public transport.When formulating the urban public transport price, we should not only consider the benefits of the bus companies, but also ensure that the bus service can be supplied effectively and accomplish maximizing social welfare. The hard core of this article firstly considered the method of diversifying flows based on strategies, based on which the impact of the traffic distribution on total income has been discussed, and the bi-level programming model under the elastic demand conditions has been established to get the optimal fare. Then the article considered the traffic fare optimization in the congested systems.When formulating the urban public transport price, we should not only consider the benefits of the bus companies, but also ensure that the bus service can be supplied effectively and accomplish maximizing social welfare. Finally, we establish an be-level model based on the price elasticity and the Logit separation model condiering bus operating costs, government subsidies and other factors, and based on the actual surney data in Jinan, we study the demand-price elasticity and correlation parameter and the optimal fare.
