The Practical Predicament And The Way Choice Of Targeted Poverty Alleviation In Rural Tourism

Targeted poverty alleviation based on the ‘common wealth ideal'theoritically,and the grand goal of building a all-round well-off society in 2020 was its reality basis.From 1978 to now,several rounds of poverty alleviation campaigns have been lanuched in China,the mode changed from focusing on regional poverty alleviation(flood irrigation type)to targeted poverty alleviation(drip irrigation type),poverty reduction strategy,the governers realized the poor population is the core problem needing great attention for poverty alleviation.And the reality in china is that most of the poor population living in the vast rural areas,in where industrial and commercial business are not developed,many places even bear the traditional living and working style in ancient China--work with the sunrise and go home with the sunset.For these groups,the poverty alleviation tasks are still very huge.On the other hand,sometimes the disadvantages can become comparative advantages.Because of having beautiful natural environment and rich in tourism resources,these areas can practice and enjoy the tourism poverty alleviation way,whose poverty alleviation function had been continually mentioned in the No.1 file of the Central Committte.At the same time,with the urban residents' living standards improving,the living pace of the city speeded up,the pressure exgerated,this made the workers of the city hit by the idea of fleeing from the city's noises and relaxing in the countryside on weekends.This may enlarge the the customer market for the rural tourism.Based on the advantages both policy and reality,the countryside tourism targeted poverty alleviation mode arises at the right moment.This study summarizes the contents of getting rid of poverty through rural tourism after an elaborated literature review of the concepts like poor,rural tourism,getting rid of poverty through rural tourism and targeted poverty alleviation.The theories involved in this paper mainly included: the comparative advantage theory,‘accurate' alleviation of poverty theory.On the basis of these theories,the author explored the following districts: Luanchuan and Songxian in Henan Province,Nanchuan District in Chongqing,Maoyuan in Jiangxi Province,which are great representatives of the countryside tourism targeted poverty alleviation mode.By exploring their development history and mode,the author got some implications.In chapter 4,select Caizhuang in Qibin district of Hebi city as the research object to check the feasibility of the policy because of its richness in countryside tourism resources.By using the SWOT analysis mode,the author pointed out the practicability and meaning of the countryside tourism targeted poverty alleviation mode.Through the research method of "dissecting a sparrow",the author studied the difficulties that Cai Zhuang faced in accurate identification,precise helping,precise management and other problems in countryside tourism targeted poverty alleviation.At the same time,the author attempted to put forth some suggestion to these situation,hoping to find the truth from a limited aspect to provide beneficial experience for similar rural areas and promote the building of the all round well-off society.
