Practice,Difficulties And Countermeasures Of Rural Financial Institutions In Accurate Poverty Alleviation

Due to the reasons of imbalanced resource distribution and the imbalanced economic development etc.,many regions and populations are still in poverty in China.Eliminating poverty has always been a key issue to be solved for China.In November2013,General Secretary Xi pointed out during the investigation in the Jiangxi area of Hubei Province that poverty alleviation shall not just be a slogan,and shall seek truth from facts,adapt to local conditions and take targeted measures in poverty alleviation.Implement on base of the actual situation,and do not set a goal of too high,which emphasizes the importance of targeted poverty alleviation.With the increasingly prominent role of finance in economic development,General office of the CPC central committee and the State Council and General Office of the State Council of the People's Republic of China issued the Opinions on the Innovative Mechanism to Solidly Promote the Development Work of Rural Poverty Alleviation in 2013.The Central Committee issued the Decision of the Central Committee of the Communist Party of China on winning the battle against poverty in 2015,which clearly definite overall target of poverty alleviation in rural areas of China,and put forward a package of policies of financial support for rural poverty alleviation.It has set requirements for rural financial support for targeted poverty alleviation and pointed out the direction.Therefore,it is important to study how to achieve financial support for rural targeted poverty alleviation.Located in the south of Jiangxi province,GZ City is both a mountainous area and an old red revolutionary area.The task of getting rid of poverty is extremely difficult.With the increasingly prominent role of finance in economic and social development,a series of explorations have been carried out on how to do a good job in financial support for poverty alleviation and rural targeted poverty alleviation.Therefore,this paper takes GZ as an empirical research object and cuts through the problem of precise poverty alleviation.Based on the research on poverty roots and financial research and practice at home and abroad,established in the “unbalanced growth theory”,“the vicious circle theory of poverty” and "incomplete competition market theory",it specifically demonstrate the causes of Rural Credit Agency's support for rural targeted poverty alleviation in GZ City through the analysis of the poverty situation of poverty-stricken counties and areas in GZ city as well as the practice,the existing predicaments and causes of the rural credit institution's support for rural targeted poverty alleviation.Through research,based on the understanding to the overall economicdevelopment of GZ and the current situation of poverty alleviation,combined with the practice of financial support for rural targeted poverty alleviation in GZ city,the paper considers that the challenges faced by rural credit institutions in supporting rural targeted poverty alleviation in GZ are as following: insufficient credit demand of poor households,difficult management of poor households caused by name list change,nothing to follow due to inconsistent policies,poverty alleviation loan risk after accurately identification and indemnity for risk etc.In view of the above problems,this paper believes the main measures to further improve the targeted poverty alleviation are following: First,take targeted measures to improve the poverty alleviation result,which include make targeted poverty alleviation planning and assist the targeted poor object;Second,take targeted measures to improve the poverty alleviation mechanism,putting the foothold on enriching the financial targeted poverty alleviation product system,focusing on exploring the financial poverty alleviation model,and pointing the development of poverty alleviation channels;Third,take targeted measures to seek external cooperation and establish cooperation with relevant government departments,The People's Bank of China(PBOC),China Banking Regulatory Commission(CBRC),insurance and other institutions.
